Napocor eyes Tiwi-Makban power supply deal
“We are allotting 50 percent depending on the power plant’s capacity,” Napocor president Cyril del Callar told reporters.
He explained that there are different allocation levels for baseload and peaking plants and that normally, they do not give supply contracts to hydropower facilities.
He said the attachment of a TSC forms part of the Power Sector Assets and Liabilities Management Corp.’s commitment under its bidding rules.
PSALM, in a separate statement, said it expects nine bidders to show up in the scheduled June 4 bidding for the Tiwi-Makban geothermal complex.
PSALM said while there were 10 parties which expressed interest to bid, one was unable to submit its participation fee within the deadline and thus, would not be able to participate in the bidding.
Of the nine interested parties, five are from the Philippines, two from Europe, one from North America and one from the Asia-Pacific Region.
PSALM did not identify the Philippine-based companies but, it was reported earlier that Korea Electric and Power Corp., First Gen Corp., PNOC-Energy Development Corp., Trans-Asia Power Corp. and Aboitiz Power Corp. were among those that signified interest to join the Tiwi-Makban bidding.
Two of the investor groups had previously participated in the first round of bidding for the Tiwi-Makban geothermal power plants scheduled in 2005.
PSALM, however, had to defer that bidding to update the transaction documents and bidding procedures.
The bidding package, which includes the draft transaction documents, was issued to interested parties last March 17. The pre-bid conference for the facilities will be held on April 2. The conference will give the potential bidders the opportunity to clarify issues and concerns about the bid transaction documents.
The geothermal complex, PSALM said, will be sold on an “as is, where is” basis, structures and improvements, spare parts, and general plant equipment of the Tiwi and Makban power plants.
According to PSALM, the bid will include the steam field facilities and the geothermal resources sales contract (GRSC) between PSALM and the Philippine Geothermal, Inc. (now Chevron Geothermal Philippines Holdings Inc.), the steam supplier for the two facilities.
Located in Albay province, the Tiwi geothermal power plant complex consists of three plants: Plant A with two 60-mw units, Plant B with two 55-mw units, and Plant C with two 57-mw units. Plant B’s Unit 4 was retired or decommissioned in 2003.
