NEDA okays P2.234-B land admin project

The National Economic and Development Authority (NEDA) has given its conditional approval to the Land Administration and Management Project II (LAMP II), which aims to adopt the approved property valuation standards and procedures through sustainable partnership agreements.

LAMP II is critical in improving land tenure security by using alternative approaches for large-scale titling and land records improvement in urban and rural areas.

The project will cost a total of P2.234 billion, P1.041 billion of which is a World Bank (WB) loan, P1.062 billion represents the Australian Agency for International Development (AusAID) grant, and P131 million as the Philippine counterpart fund.

The project aims to apply in selected provinces and municipalities the reforms and methodologies developed in LAMP I and support the progressive expansion of land tenure security in the country.

As espoused in the 2004-2010 Medium Term Philippine Development Plan (MTPDP), the project aims to ensure the integrity of the land titling system to promote the development of a mortgage market for lands and prevent illegal titling.

LAMP II represents the second stage of the 20-year Land Administration and Management Program which started with LAMP I, now is ending its extension phase.

The project is expected to complement the ongoing Land Titling Computerization Project (LTCP) of the Land Registration Authority (LRA), a build-operate-own project that will enable quick and secure registration of land titles in the country. It aims to accelerate the distribution/titling of alienable and disposable (A&D) lands by surveying the remaining 4.24 million hectares in 361 unsurveyed/partially surveyed cities and municipalities, and distributing 760,080 hectares of A&D lands through land patents, prioritizing areas in Bulacan, Cavite and Laguna.

LAMP II will be implemented for five years starting July 2005 to Dec. 2009.
