GMA names top BCDA officials

President Arroyo named recently Dr. Florencio Padernal as chairman and Rufo Colayco as president/CEO of the Bases Conversion Development Authority (BCDA), respectively.
Padernal is a registered civil engineer. He holds a doctorate degree in Public Administration and a masters degree in Business Administration. A former director of the Department of Public Works and Highways, he went on to work as chief technical adviser of the World Bank in China and Mongolia in the early 90s.
He was also the president of the Philippine Institute of Civil Engineers (Manila chapter), the Philippine Water Works Association, the Rotary Club of Kamuning West RI District 3780, and is the current president of the Ilocos Sur National High School Global Foundation Inc.
Colayco used to be the president of Clark Development Corp.
