Suspensyon vs 139 NFA employees kinastigo bilang 'hindi makatarungan'
MANILA, Philippines — Tinawag na "unjust" ng isang progresibong grupo ang preventive suspension laban sa 139 empleyado't opisyal ng National Food Authority (NFA) dahil sa kakulangan aniya ng imbestigasyon — ang ilan daw kasi sa sinuspindi ay patay na o retirado.
Ika-4 ng Marso lang nang iutos ng Office of the Ombudsman ang anim na buwang suspensyon ng mga nabanggit dahil diumano sa "maanomalyang" pagbebenta ng 75,000 sako ng rice buffer stocks sa halagang P93.75 milyon.
"The rank-and-file employees and officials of the NFA have devoted their lives to serving the Filipino people and fulfilling the agency's mandate effectively," pagdidiin ni Manuel Baclagon, secretary general ng COURAGE ngayong Biyernes.
"However, the Office of the Ombudsman has wrongfully accused 139 NFA employees and officials, violating their fundamental rights while only performing their ministerial duties."
Aniya, hindi dumaan sa due process ang anim na buwan suspensyong walang sweldo lalo na't ibinase lang daw ito sa paratang laban sa mga empleyado.
Napag-alaman din ng COURAGE na bigong mag-imbestiga nang maayos ang Office of the Ombudsman dahil kasama sa mga sinuspindi ang sumusunod:
- patay: 1
- retirado: 2
- naka-study leave: 1
- ilang "mali ang identification"
Hiling ngayon ng COURAGE na maibaliktad ang kautusan lalo na't naparalisa raw nito ang operasyon ng NFA. Bukod pa rito, nagdulot na rin daw mga indibidwal.
"We are pleased to hear that the Office of the Ombudsman has lifted the suspension for 23 employees. However, we believe that all 139 officials and rank-and-file employees should be allowed to return to their respective offices," dagdag pa ni Baclagon.
"We reiterate our support to conduct a thorough investigation into the alleged corrupt practices that have taken place in the agency."
Una nang sinabi ni Pangulong Ferdinand Marcos Jr. na suportado niya ang suspensyon ng 139 opisyal at tauhan ng NFA, sa dahilang "nagsarili" sa pagdedesisyon ang mga naturang opisyal ng kagarawan.
Epekto ng liberalisasyon sa NFA
Naniniwala rin ang grupo nina Baclagon na negatibo ang naging epekto ng Rice Liberalization Act (Republic Act 11203) sa 1,691 NFA employees, magsasaka at consumers.
Nagdulot aniya ito ng malawakang tanggalan ng contractual government employees at nagtanggal sa regulatory at trading functions ng NFA.
Dahil dito, napigilan aniya ang malayang kompetisyon at 'di reguladong pagpasok ng imported goods na "siyang nagpataas sa mga presyo."
Sa ilalaim ng RA 11203, kilala rin bilang Rice Tariffication Law, tinatanggal ang restriksyon sa bilang ng banyagang bigas na pumapasok sa bansa kapalit ng taripa.
"The current state of the NFA is a pressing issue that demands for the scrapping of the RLL and instead increase the support to farmers through the NFA," ani COURAGE national president Santiago Dasmariñas Jr.
"This move is crucial in bringing justice to the rank-and-file employees who have been victimized by privatization, and ensure that the welfare of our workers is put first."
