DENR may temporary closure order laban sa 'Chocolate Hills resort'
MANILA, Philippines (Updated 6:34 p.m.) — Inilinaw ng Department of Environment and Natural Resources (DENR) na ilang buwan nang may "temporary closure order" ang isang kontrobersyal na resort na itinayo sa paanan ng Chocolate Hills sa Bohol.
Laman ng batikos ang The Captain’s Peak Garden and Resort sa gilid ng tanyag na burol, na una nang idineklarang protected area buhat ng Proclamation 1037 ni dating Pangulong Fidel V. Ramos taong 1997.
"In the case of the Captain's Peak Resort, the DENR issued a Temporary Closure Order last September 6, 2023, and a Notice of Violation to the project proponent last January 22, 20224 for operating without an [Environmental Compliance Certificate]," wika ng kagawaran, Miyerkules.
"As of March 13, 2024, the Regional Executive Director Paquito D. Melicor issued a Memorandum directing PENRO Bohol Ariel Rica to create a team to conduct inspection at Captain's Peak for its compliance with the Temporary Closure Order."
The DENR said a temporary closure order and a notice of violation had been issued to the Captain’s Peak Garden and Resort in Sagbayan, Bohol for operating without an environmental compliance certificate.

Ang naturang proklamasyon ay nagdeklara sa Chocolate Hills bilang isang "national geological monument" at "protected landscape," na siyang pagkilala sa kakaibang geological formation.
Paglilinaw ng DENR, mahalagang ma-cover ng ganitong proklamasyon ang nasabing "natural wonder" para sa mga paparating na henerasyon.
Nirerespeto naman daw aniya ng gobyerno ang karapatan at interes ng landowners para sa mga pribadong lupaing tinituluhan bago maging epektibo ang Proclamation 1037. Gayunpaman, maaaring magpatupad daw ng ilang paghihigpit o regulasyon sa paggamit ng protected area.
Ang mga restriksyon at regulasyong ito ay inililinaw aniya sa environmental impact statement bago maglabas ng ECC sa mga proyekto.
"The declaration aimed to preserve the iconic landscape of the Chocolate Hills and promote sustainable tourism while protecting the biodiversity and environmental integrity of the area," dagdag pa ng tanggapan ng gobyerno.
Walang akreditasyon
Inilinaw naman ng Department of Tourism (DOT) na hindi akreditado ng kagawaran ang naturang establisyamento. Ang matindi pa, ni hindi man lang daw ito nag-apply para rito.
"The Captain's Peak Resort Development in Chocolate Hills is not an accredited tourism establishment under the auspices of the [DOT's] accreditation system, and there is no pending application for accreditation for the same," ayon sa pahayag na ipinaskil ni Tourism Secretary Christina Garcia Frasco.
"While development is essential for growth and progress, it must be conducted in harmony with environmental and cultural preservation."
Hinihikayat din ngayon ng DOT ang mga ahensya ng pamahalaan, pribadong sektor at lokal na komunidad na magtulungan para maging sustenable at responsable ang tourism practices para na rin mapanatili ang integridad ng mga "natural heritage" ng bansa.
Kilala ang Chocolate Hills sa buong mundo dahil nagmimistula itong bundok ng tsokolate tuwing tag-init. Matatandaang pinangalanan ang isla ng Bohol bilang unang UNESCO Global Geopark ng Pilipinas noon pang 2023.
Agosto nang taong 'yon nang ireklamo ng ilang Boholano ang pagtatayo ng naturang languyan dahil sa posibleng pagkasira ng lugar, bagay na nakatayo aniya sa pribadong lupain.
