Mga grupo kinastigo EDSA-Pwera TV commercial bilang 'pro-Marcos,' 'misleading'
MANILA, Philippines — "Misleading" at "kontra-mamamayan" — ganyan ilarawan ng ilang people's organizations at progresibo ang isang patalastas na nagtutulak ng Charter Change laban sa 1987 Constitution.
Martes lang kasi nang biglang iere sa sari-saring television stations ang kontrobersyal na "EDSA-Pwera" ad, bagay na nagsasamantala aniya sa mga isyung dikit sa sikmura para ibida ang diktadura ni dating Pangulong Ferdinand Marcos Sr.
"[T]hey are falsely claiming that Marcos Sr.’s martial law was a golden era of economic prosperity and that provisions in the 1987 constitution that prohibit 100% foreign ownership of lands and businesses in the Philippines have been preventing economic progress," wika ng Campaign Against the Return of the Marcoses and Martial Law (CARRMA) nitong Martes.
"In fact, this provision in the 1987 constitution was included to remedy the Marcos dictatorship’s unhampered exposure of the Philippine economy to foreign plunder, to the detriment of local production, especially manufacturing. This, coupled with the Marcos clique’s own rapacity, bled our country dry."
Sa ilalim ng Article XII, Section 10 ng 1987 Constitution, nililimitahan ang pamumuhunan ng mga dayuhan sa mga negosyo sa 40%. Kinakailangang 60% dito ay hawak ng mga Pinoy.
Kinakailangan din ng konstitusyon ang 100% ownership ng mga Pilipino sa mass media. Nililimitahan din ang exploration, co-production, joint venture at production-sharing agreements ng mga lupain sa Filipino citizens o mga korporasyong 60% hawak ng mga Pilipino.
Una nang plinano ng Makabayan bloc na maghain ng resolusyon sa Kamara para maimbestigahan ang naturang patalastas, bagay na pinondohan ng Gana Atienza Avisado Law Offices — bagay na kumakatawan sa People's Initiative for Reform, Modernization and Action (PIRMA).
"It is neither this provision, nor the 1987 constitution that halted progress in the country. The fall of the Marcos dictatorship merely removed one regime that favored the local ruling elite and benefited from the plunder of the nation’s resources," patuloy ng CARRMA.
"Thereafter, one elite clique after another took over the reins of power, all of them dictated on by their foreign masters, especially the United States."
"Charter Change is obviously a Marcos scheme. It is not only for term extensions, removal of the Senate through a unicameral system and institutionalizing the opening up of the economy to foreign ownership. By linking it to EDSA 1, the proposed ChaCha is very much linked to historical revisionism and the project to exonerate the Marcos martial law crimes."
Napapanahon na?
Sa kabila nito, igiiit ng kinatawan ng PIRMA na walang pondo mula sa kaban ng bayang nagamit sa paglikha ng nabanggit na commercial.
Aniya, ginawa lang ang kampanya para makapag-"raise ng public awareness" para mapag-usapan ang People's Initiative para mapalitan ang 1987 Constitution.
"This is a private initiative. No public funds were disbursed ," paliwanag ni Jomari Basilla, legal counsel ng PIRMA, sa panayam ng News5.
"Nanggagaling po ito smga a similarly minded people or group in the private sector who wants to walk... with us in this journey or advocacy."
Una nang pinapalagan ng mga aktibista't mga progresibong grupo ang pagpayag sa 100% foreign ownership at investments sa dahilang nakatatapak aniya ito sa soberanya ng Pilipinas.
'Hindi sagot sa maayos na pamamahala'
Ayon naman sa Akbayan Party, hindi garantiya ang pagbabago ng konstitusyon sa pagkakaroon ng good governance at pagiging mahusay ng isang gobyerno.
"It's akin to a law firm running ridiculous TV ads — it may generate controversy, but it doesn't necessarily elevate its excellence or public reliability," dagdag pa nila.
Imbis na bastang palitan ang Saligang Batas, mas mainam aniyang sugpuin ang bilis ng pagtaas ng presyo ng bilihin, korapsyon at pagtatalaga ng mahuhusay na opisyales ng gobyerno.
Dagdag pa ng Akbayan, mas mahalaga sa mga Pilipinong durugin ang mga political dynasties, pagpapanagot sa mga nasa likod ng extrajudicial killings at mga mandarambong.
"Constitutional amendments are not necessary for these crucial actions," kanilang panapos.
