Ombudsman parurusahan ex-NTF-ELCAC officials dahil sa red-tagging
MANILA, Philippines — "Pagsasabihan" ng Office of the Ombudsman ang mga dating opisyales ng National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) matapos ireklamo sa patung-patong na pag-uugnay sa mga ligal na aktibista sa mga armadong rebelde.
Ayon sa desisyong nilagdaan nina Ombudsman Samuel Martires, bagay na ngayong Huwebes lang naisapubliko, nahatulang nagkasala sina Lorraine Badoy at Antonio Parlade Jr. ng "conduct prejudicial to the best interest of the service."
"WHEREFORE, this Office finds respondents Antonio Parlade, Jr. and Lorraine Marie T. Badoy GUILTY of Conduct Prejudicial to the Best Interest of the Service and imposes upon them the penalty of REPRIMAND pursuant to Rule III, Section 10 of Administrative Order No. 7, as amended by Administrative Order No. 17," ayon sa Ombudsman.
"The above-mentioned respondents are sternly warned that a repetition of a similar offense would be dealt with more severely."
Umusbong ang desisyon sa reklamong inihain ng progresibong National Union of Peoples' Lawyers laban kina Badoy at Parlade.
Aniya, ang polisiya ng gobyernong tukuyin bilang "komunistang terorista" at prente ng Communist Party of the Philippines-New Peoples' Army-National Democratic Front of the Philippines (CPP-NPA-NDFP) ay naglalagay ng seryosong banta sa buhay, kalayaan at seguridad ng mga miyembro ng NUPL.
Maliban sa conduct prejudicial to the best interest of the service, inireklamo rin ang dalawa ng grave misconduct, paglabag sa Section 4(c) at (g) ng Republic Act 6713 at Republic Act 6770 — bagay na pare-parehong naibasura.
Na-dismiss din ang mga reklamong administratibo na siyang inihain sa parehong complaint laban kay noo'y National Security Adviser Hermogenes Esperon.
'Sinira imahe ng opisina ng gobyerno'
"Conduct Prejudicial to the Best Interest of the Service is an act that tarnishes the image and integrity of a public employee's office. Parlade and Badoy claim that the statements attributed to them were made in the discharge of their functions as members of the NTF-ELCAC patricularly their role to combat the propaganda," paliwanag pa ng desisyon.
"Nevertheless, this Office finds that some of these statements appear to criticize the NPL, activists and other progressive groups over activities which do not in itself constitute or amount to what a reasonable person would conceive as 'communist propaganda.'"
Matatandaang naglabas ang dalawa ng mga pahayag na kritikal sa forum on dissent at information drive ng NUPL pagdating sa mga karapatan noong COVID-19 lockdown. Aniya, ang pagpapahiwatig ng hinaing at pagtataguyod ng karapatan ay mahalaga pa nga sa malusog na demokrasya.
Nasisira rin daw aniya nina Badoy at Parlade ang imahe ng NTF-ELCAC bilang instrumento ng pagpapatahimik sa mga kritiko kaysa "maabot ang tunay na kapayapaan sa pagtapos ng armadong tunggalian."
Kahit na naniniwala si Esperon na may underground operation sa legal fronts ang CPP-NPA, hindi mahaharap si Esperon sa parehong parusa kina Badoy at Parlade sa dahilang hindi niya tinukouy bilang parte ng CPP ang NUPL.
Sa halip, mayroon lang daw ilang miyembro nito na nagtratrabaho para sa CPP.
Kamakailan lang nang hainan ni Atom Araullo, isang peryodista, ng P2 milyong damage suit sina Badoy at kapwa SMNI host na si Jeffrey Celiz para sa pagpapakalat ng mga "malisiyo" at mapanirang mga pahayag.
Kilala rin sina Celiz sa pag-red tag sa ilang peryodista at lehitimong media outfits gaya ng Philstar.com.
