MANILA, Philippines — Pinatalsik na nitong Miyerkules ng gabi bilang miyembro ng Kamara de Representantes ang suspendidong si 3rd District Negros Oriental Rep. Arnolfo “Arnie” Teves Jr. dahil sa ‘disorderly behavior’ at paglabag sa Code of Conduct sa regulasyon bilang mambabatas.

Sa botong 265 pabor, walang tumutol at 3 ­abstention na binasa sa plenaryo ni House ­Speaker Ferdinand  Martin Romualdez ay pormal na ipinataw ang pagpapatalsik kay Teves.

Ito’y kasunod naman ng in-adopt na rekomendasyon sa Committee Report 717 ng House Committee on Ethics and Priveleges na maximum penalty ng expulsion laban sa solon.

Ang tatlong nag-abstain ay sina Makabayan bloc solons ACT Teachers Partylist Rep. France Casto, Gabriela Partylist Rep. Arlene Brosas at Kabataan Partylist Raoul Manuel.

Sa kaniyang report sa plenaryo, sinabi ni COOP NATCCO Partylist Rep. Felimon Espares, chairman ng committee on ethics and privileges, na hindi maitatanggi ang ebidensya na lumabag si Teves sa “Oath of Office“ at pagpapakita ng ‘disorderly behavior’ nang mag-viral sa social media ang kanyang pagsasayaw na naka-boxer short lang.

Kabilang sa mga paglabag ni Teves sa panuntunan ng Kamara, ayon kay Espares ay ang patuloy na paghingi nito ng political asylum sa Timor-Leste, patuloy na pagliban na isang ma­linaw na pag-abandona sa kaniyang trabaho bilang mambabatas.

“The prolonged unauthorized absence of Rep. A. Teves Jr. deprives the 3rd District of Negros Oriental of proper representation and undermines the efficiency of the legislative process. Instead of actively participating in deliberations on important legislative measures pending in the House, the representative refuses to return to the country and perform his duties as House Member,” ani Espares.

“All these actuations of a legislative district representative weakens the institution’s effectiveness in serving the public and tarnishes the integrity and reputation of the House.”

“In its Committee Report No. 660, the Committee confirmed that  Rep. A. Teves, Jr. applied for political asylum in Timor-Leste which was denied because “no facts are known to confirm the existence of any kind of persecution or serious threat to his citizen’s rights, freedom and guarantees,” giit pa dito.

Ipinaliwanag naman ni Espares na hindi kabilang sa grounds ng kaniyang expulsion ang ‘terror tag’ kay Teves ng Anti-­Terrorism Council.

Magugunita na si Teves ang itinuturong mastermind sa pagpatay kay dating Negros ­Oriental Gov. Roel Degamo na pinagbabaril sa kaniyang tahanan sa bayan ng Pamplona na ikinasawi nito at siyam na iba pa noong Marso 4.

Una nang pinatawan si Teves ng 120 araw na suspensiyon dahil sa ­patuloy nitong pagmamatigas na umuwi ng bansa.
