Marcos Jr. pinagtitipid ng tubig 'lahat ng gov't agencies' vs El Niño
MANILA, Philippines — Pinagtitipid ngayon sa tubig ni Pangulong Ferdinand Marcos Jr. ang lahat ng ahensya ng gobyerno upang mapanatili ang karapatan ng publiko sa malinis na inuming tubig at sanitation sa gitna ng banta ng El Niño.
Mayo lang nang sabihin ng PAGASA na nasa 80% ang posibilidad na magsimula ang El Niño sa pagitan ng Hunyo hanggang Agosto na maaaring tumagal hanggang 2024. Tumataas ang below-normal rainfall conditions na magdudulot ng tagtutyot maliban sa kanlurang bahagi ng bansa.
"The [Water Resources Management Office] and its network agencies with water-related functions shall take the lead in the implementation of a nationwide water conservation program, in coordination with other relevant government agencies," ayon sa Memorandum Circular 22 na nilagdaan ni Executive Secretary Lucas Bersamin sa utos ng presidente
Dahil dito, direktang pinatutukoy sa mga sumusunod ang "specific, quantifiable" at attainable water conservation measures na magreresulta sa 10% water volume reduction mula Enero hanggang March 2023 sa konsumo:
- national government agencies at instrumentalities
- government-owned or controlled corporations
- state universities and colleges
"The [Water Resources Management Office] shall identify strategies towards water conservation, monitor compliance of government agencies and instrumentalities with the aforementioned water conservation measures, and provide quarterly updates to the Office of the President, through the Office of the Executive Secretary, on the progress thereof."
Kaugnay nito, inuutusan ang Local Water Utilities Administration, National Water Resources Board at Metropolitan Waterworks and Sewerages System (Maynilad at Manila Water) na magsumite sa WRMO ng buwan-buwang supply demand projection na tutukoy kung magkakaroon ng kakulangan ng tubig sa hinaharap. Hinihikayat din ang private water service providers (WSP) na gawin ito.
Ang mga state-run WSPs ay inuutusan habang ang mga pribado ay hinihikayat na magpatupad ng water conservation measures gaya na lang ng non-revenue water management at water pressure management.
Una nang sinabi ng National Water Resources Board na hindi masu-sustain ng Angat Dam ang current allocation ng raw water para sa mga private concessionaries matapos ang ika-15 ng Hunyo, dahilan para mabahala ang ilan sa matinding water interruptions sa Kamaynilaan.
