'Imbento kayo eh': Grupo kinastigo limited socmed access sa unregistered SIMs
MANILA, Philippines — Kinastigo ng isang network ng digital advocates ang anunsyo ni Information and Communications Technology Secretary Ivan John Uy na magkakaroon ng "limited service" ang mga mobile users na hindi makakapagparehistro.
Martes lang kasi nang aprubahan ni Pangulong Ferdinand Marcos Jr. at ng Department of Information and Communications Technology (DICT) ang 90 araw na extension ng SIM Registration — kaso ang hindi makakarehistro, mawawalan o malilimitahan ang access sa social media na nakakuneta sa numero.
Ani Digital Pinoys national campaigner Ronald Gustilo, hindi nabanggit sa kahit na anong parte ng Republic Act 11934 ang paglilimita ng social media communications access sa mga hindi makakapagparehistro.
"The DICT head should stop inventing procedures that are not helpful and not part of the law or its [implementing rules and regulations]," saad ni Gustilo.
"Limiting social media access for subscribers with unregistered SIMs is not mentioned in any provision of the SIM registration law and should be off the table."
Bago nangyari ang naturang extension, deadline na sana ngayong araw, ika-26 ng Abril, kung saan made-deactivate ang mga hindi makasusunod.

"Secretary Uy, you failed big time. Stop passing on the blame to the public. It's your shortcoming."
Nananatiling nasa 54.37% pa lang ng SIMs ang nakarehistro sa ngayon, bagay na kumakatawan sa 91.53 milyon sa 168.01 milyong kabuuang bilang ng subscribers.
NTC inaaral ligalidad
Bagama't tinitignan ng DICT kung ligal ba sa ilalim ng batas ang dahan-dahang pag-deactivate ng telecommunication services para sa mga unregistered SIM users.
"We’re closely coordinating that with the telcos and studying thoroughly if that is legally and technically feasible, and if we have enough time to implement it if [or] when it is found to be legally and technically feasible," ani NTC deputy commissioner John Paulo Salvahan sa panayam kanina ng CNN Philippines.
"The law expressly says that the automatic deactivation will happen if you fail to register within the deadline. The law is silent on whether or not you can partially deactivate some of the services within the period of registration."
Kamakailan lang nang maghain ng petisyon sa Korte Suprema ang ilang grupo para ideklarang unconstitutional ang SIM Registration law, bagay na nakatatapak daw sa ilang karapatang protektado ng Bill of Rights ng 1987 Constitution.
Sa kabila nito, ipinagkait ng SC ang hiling ng mga grupong temporary restraining order laban sa batas upang pansamantala itong masuspindi.
Ayaw pa naman magkomento sa ngayon ni Salvahan patungkol sa nasabing petisyon hangga't hindi raw sila nakakukuha ng kopya nito mula sa Korte.
