'Bawal friends?': DepEd lilimitahan ugnayang guro-estudyante sa labas ng klase
MANILA, Philippines — Nagbaba ng panibagong utos sa mga teacher ang Department of Education (DepEd) upang itaguyod ang propesyunalismo — pero dahil dito, bawal na kausapin ang mga estudyante sa labas ng eskwelahan, o kahit i-follow man lang sa social media.
Ito ang nilalaman ng DepEd Order 49, bagay na pinirmahan ng kagawaran para sa mga guro nitong Miyerkules.
"Refrain from engaging in any activity or any relationship that may impair one's ability in making objective decisions in the performaace of his/her job functions," wika ng kahawaran sa utos.
"Avoid relationships, interactions including following social media with learners outside of the school setting, except if they are relatives."
Matagal nang ipinagbabawal sa mga paaralan ang mga kwestyonableng relasyon sa pagitan ng mga guro at estudyante, lalo na kung nauuwi na ito sa romantiko o sekswal na pakikipag-ugnayan.
Sa kabila nito, walang kautusan bago ito na nagsasabing bawal makipagkaibigan, makipag-ugnayan, o makipag-usap ang isang guro sa labas ng silid-aralan. Hindi rin ito labag sa batas.
Una nang ipinagtanggol ni Bise Presidente Sara Duterte, na tumatayo ring DepEd secretary, ang paghiling nila ng kontrobersyal na P150 milyong confidential funds lalo na't marami sa mga estudyante ang dumaranas ng grooming at sexual abuse.
Ngayong taon lang nang maging laman ng balita ang mga diumano'y sexual abuses na nangyari noon sa Philippine High School for the Arts sa Laguna, bagay na pinatatakbo ng gobyerno.
Pagbusal sa mga guro?
Samantala, pinalagan naman ng ACT Teachers party-list ang D.O. 49 lalo na't kasama sa mga epekto nito ang "pagpapatahimik" sa mga guro, bagay na siyang sasagka raw sa karapatan nilang magpahiwatig ng saloobin at mag-organisa.
Sa ilalim din ng nasabing utos kasi, nakasulat ang sumusunod:
[DepEd employees and officials] shall not unduly post online attacks against fellow DepEd employees and must utilize legal and human resource mediation proccdures; and... Shall not disparage DepEd and must always be mindful of the reputation and honor of the orgaaization.
"Why does the [DepEd] feel the need to create such an order that gags and threatens teachers and education support personnel which treats them as mere creatures only of the school and dehumanizes them preventing them to exercise their right to free speech, expression, to organize and be able to voice out their grievances?" ani ACT Teachers Rep. France Castro.
"Mas dapat sigurong pagtuunan ng pansin ng Department of Education ang napakalaking problema sa mga kakulangan sa mga paaralan, ang kakulangan ng sapat na suporta ang mga guro at lumalalang krisis sa edukasyon kaysa maglabas ng isang department order na bubusalan ang mga guro."
"If the education secretary is open to sitting down with the teachers, talking to them, and genuinely hearing their demands, grievances, and struggles, she would see that our teachers are very dedicated to improving the quality of education and their work to be able to serve the country the best that they can."
Dagdag pa ng gurong mambabatas, alam na nila at sinusunod ang codes of ethics na nasa ilalim ng Republic Act 6713 o Code of Conduct and Ethical Standards for Public Officials and Employees, pati na ang R.A. 7836 o Philippine Teachers Professionalization Act of 1994.
Pangamba pa nila, lumalagpas na sa mga hinihingi ng mga naturang batas ang nakapaloob sa department order.
Bago magpatupad ng mga nabanggit, mas mainam daw na tugunan na lang ng DepEd ang problema sa mga kakulangan sa sektor ng edukasyon at tugunan ang ligtas na full implementation ng face-to-face classes. — James Relativo
