CHR iimbestigahan Davao 'hazing death' sa kamay ng Alpha Kappa Rho
MANILA, Philippines — Labis na ikinabahala ng Commission on Human Rights (CHR) sa diumano'y fraternity hazing na isinagawa ng Alpha Kappa Rho Fraternity - Alpha Delta Chapter na siyang ikinamatay ng isang estudyante at labis na ikinasugat ng isa pa sa Davao City.
Linggo nang bawian ng buhay si August Ceazar P. Saplot — isang 4th year criminal justice education student mula sa University of Mindanao — sa Upper Mandug, Buhangin. Agad inaresto ang walong miyembro ng frat na hinihinalang responsable sa pagkamatay ng biktima.
"CHR Region XI has initiated an independent investigation on this latest incident of hazing that tramples on the right to safety and security of students," ani Jacqueline Ann de Guia, executive director ng CHR, Miyerkules.
"Violent and cruel initiation rites threaten the well-being and future of our young people who are supposed to be in academic institutions to develop their full potential and build their dreams."
"We note the said university's prohibition of fraternities and similar groups in line with the Anti-Hazing Law of 2018 and its support in ensuring accountability of perpetrators."
Hawak na ng Mandug Police Station 13 ng Davao City Police Office ang walong miyembro ng frat na humaharap sa reklamong paglabag sa Republic Act 8049.
Bukod sa kanila, anim pa sa kanilang mga kasamahan ang patuloy na tinutugis ng pulisya. Bukod kay Saplot, isa pang estudyante ang sugatan sa ngayon dahil daw sa hazing.
Hinihikayat din sa ngayon ng CHR ang mga otoridad na magsagawa ng agarang imbestigasyon upang mabigyan ng katarungan ang mga biktima nang mapigilan ang mga kahalintulad na krimen sa hinaharap.
"Considering the persistence of this violent practice involving students, we reiterate our call to the government and security sector to strengthen monitoring and collaboration with schools and universities to fully eliminate hazing," patuloy pa ni De Guia.
"It is also incumbent upon schools and higher education institutions to enact mechanisms and proactive measures that will prevent and aid in discovering all forms of violent and cruel initiation rites of students within campus premises as well as beyond its confines."
Sa ilalim ng RA 11053, ipinagbabawal ang lahat ng uri ng hazing: mapapisikal man o sikolohikal. Sakop nito hindi lang ang hazing sa mga fraternity, sorority at organisasyon sa eskwela ngunit pati na rin sa mga komunidad, mga negosyo at uniformed learning institutions.
Nananawagan sa ngayon ang komisyon ng mas mahigpit na pagpapatupad ng naturang batas para na rin sa kaligtasan ng mga kabataan, estudyante atbo, na maaaring humarap sa karahasan. — James Relativo
