VP Duterte dinepensahan P650-M confidential funds para sa OVP, DepEd
MANILA, Philippines — Dumepensa si Bise Presidente Sara Duterte, na kalihim din ng Department of Education (DepEd), sa milyun-milyong proposed confidential funds sa 2023 — ang bahagi nito gagamitin daw laban sa mga iligal na aktibidad na pumupuntirya raw sa mga estudyante.
Ito ang tugon ni Duterte nang gisahin ni Gabriela Rep. Arlene Brosas tungkol sa P500 milyong confidential funds na nais ilaan sa Office of the Vice President at P150 milyon pa para sa DepEd gayong "unfunded" ang pagpapatayo ng 167,000 classrooms at pagpapasaayos ng 149,000 iba pa.
"The OVP and the DepEd are two separate entities with separate mandates. The success of the progprams, activities and projects [of an agency] depends on very good intelligence [reports] and surveillance because you want to target specific issues and challenges," ani Sara Duterte habang ipinepresenta ang proposed P710 bilyong budget para sa DepEd.
"We need the help of the security sector to address these challenges to basic education."
"Basic education is directly linked to the national security of our country."
Aniya, marami raw kasing problema ang mga estudyante ngayon gaya ng sexual grooming at sexual abuse, maliban pa sa recruitment ng kabataan sa gawaing kriminal, pag-abuso ng droga ng kabataan, atbp.
Wala ni piso para sa confidential funds sa ilalim ng OVP at DepEd sa ilalim ng 2022 national budget.
"Kulang tayo sa classrooms, kulang tayo sa upuan, kulang tayo sa textbook learning tapos maglalagay tayo ng confidential funds na di naman natin maa-account. Sana man lang mailagay na lang 'yung pondo sa mga dapat nilang kalagyan," ani Brosas.
Hindi dumadaan sa audit ang confidential funds.
Ipinasa ng komite dahil sa 'courtesy'
Kanina lang nang aprubahan sa ilalim ng pitong minuto ng House appropriations panel ang P2.37-bilyong budget na hinihiling ng OVP, bagay na nababatikos ngayon.
Hindi na ito dumaan sa mga tanong o kumento mula sa mga miyembro ng komite. Aniya, nangyari ito sa ngalan ng "courtesy"
"Lubos ang ating pasasalamat sa House of Representatives’ Appropriations Committee sa mabilis na pagdinig ng ating budget proposal para sa Office of the Vice President at sa Department of Education para sa taong 2023 ngayong araw," ani Duterte sa isang pahayag ngayong hapon.
"Dahil dito, panatag po tayong maisakatuparan ang mga programa at mga proyekto ng Office of the Vice President at ng Department of Education, kasama na ang mga OVP satellite offices na itinatag sa iba’t-ibang bahagi ng bansa na nagbibigay-daan sa pamahalaan na palawakin pa ang saklaw ng mga serbisyong panlipunan nito."
Pero hindi ito ikinatuwa ng ilan, gaya na lang ng progresibong economic think tank na IBON Foundation.
Inihalintulad pa nila ito sa pork barrel.
"OVP’s super-pork passed with cowardice disguised as courtesy. Budget tripling (223%) from ?713M to ?2.3B is biggest increase of all govt agencies," wika ni Sonny Africa, executive director ng IBON Foundation, sa isang Facebook post kanina.
"Includes bloated P2.2B for 'good governance engagements and social service projects' that isn’t her job, of which ?500M is a blank check of unaudited confidential and intelligence funds."
Nangyayari ito ngayong inihihirit ang kontrobersyal na P4.5 bilyong intelligence at confidential funds para sa Office of the President sa taong 2023. — James Relativo
