COA sinita DepEd sa P2.4-B gastos sa 'outdated, mahal' na laptops
MANILA, Philippines — Bumili ang Department of Education ng P2.4-bilyong halaga ng laptops para sa mga guro kaugnay ng 2021 distance learning sa gitna ng COVID-19 pandemic, mga units na "entry-level," "outdated" at "mahal" na siyang ikinaimbyerna ng mga guro.
Ito ang lumalabas sa 2021 annual audit report ng Commission on Audit sa DepEd. Sinasabing binili ito sa pamamagitan ng Procurement Service of the Department of Budget and Management (DBM-PS), kahit na maraming mas mura at mas maayos na pagpipiliian sa merkado.
Dahil sa mas mahal ang mga nabiling laptops (P58,300), maraming guro tuloy ang hindi nakinabang dito sa bilang na 28,917, sabi ng COA. Intel Celeron pa raw ang processor ng computers.
"Based on the initial feedbacks we gathered from the auditors in the NCR and Cordillera Administrative Region (CAR), they stated that the delivered laptop computers by the winning bidder are too slow because the processor is Intel Celeron which is outdated; and the price is too high based on the specifications as attached to the DepEd Memorandum," dagdag ng komisyon.
"Per available documents, the Audit Team could not ascertain the DBM-PS' basis for adopting the unit price of P58,300. Apparently, the supposed number of laptops to be procured of 68,500 units was significantly reduced to 39,583 units which was mainly due to the huge increase of estimated cost P35,046 to P58,300 anchored on the DBM-PS' recommendation, which was duly accepted by the DepEd."
"The price per unit is pricey for an entry-level type of laptop which resulted in significant decrease in the number of units provided to intended users."
Lumalabas tuloy na hindi advantageous sa DepEd na ganito ang halaga ng laptop na binili, lalo na't nagsagawa naman daw ng bidding ang DBM-PS para sa mid-range type laptop noong Mayo 2021.
Napag-alaman daw dito na marami pang mas murang mapagpipiliian gaya na lang ng P45,431 kada unit. Mas mabilis din daw ito kumpara sa kinuhang mga laptop sa parehong panahon noong 2020.
Ang kontrata para sa purchase ng laptop sa halagang P58,000 kada unit ay in-award din daw sa second lowest calculated bidder.
Pinagpapaliwanag ngayon ng COA ang DepEd kung bakit ito pumayag sa P58,300 laptop price gayong ang estimated price ay ibinatay sa initial approved amount ng kagawan na P35,046.5 lang.
"The base price of the same model of ... laptop available in the market with a better screen currently monitored by the Audit Team revealed that the said model ranges from P22,490.00 up to P25,000.00 only," dagdag pa ng COA.
Bilang tugon sa COA findings, nagsumite na ang DepEd ng ilang dokumento. Sa kabila nito, bigo pa rin daw ang DepEd na magsumite ng komento sa ilang komento sa ibang rekomendasyon ng state auditors.
'Mac ba 'yan?'
Hindi tuloy natuwa ang mga guro sa nasilip na ito ng COA, lalo na't posibleng may korapsyon na raw na nangyayari.
"Congratulations po sa mga nabigyan ng LAPTOP!????????????," sarcastic na tugon ng Facebook page na Teacher's ZONE, Miyerkules.
"Minsan talaga ginagamit ang mga Guro para makapang kurakot! Sorry sa term pero totoong totoo naman!"
"Mga ka-guro, may natanggap ba kayong laptop? Ang mahal ano po, P58,000, Mac ba yan?" asar namang tugon ng Alliance of Concerned Teachers-Philippines sa isang post nitong Lunes.
"P2.4 billion for Intel Celeron laptops at P58k per unit. Sobrang kagaguhan ito," komento naman ni Bagong Alyansang Makabayan secretary general Renato Reyes Jr. kahapon.
