Resolusyon itinutulak payagan '10-year maximum term' ng pangulo
MANILA, Philippines — Isang resolusyon ang inihain para tipunin ang 19th Congress (Senado at Kamara) para sa isang Constituent Assembly upang imungkahi ang ilang pag-amyenda sa 1987 Constitution — kasama na rito ang pagbibigay ng 5-year term ng presidente na nagpapahintulot sa re-election.
Ang Resolution of Both Houses 1 na inihain ni Pampanga Rep. Aurelio “Dong” Gonzales Jr. ay inihain sa Kamara kasabay ng panunumpa ng bagong Pangulong Ferdinand Marcos Jr.
"WHEREAREAS, it is hereby proposed that the term of office of the President shall be five years with re-election to another five-year term, a maximum of a ten-year term," ayon sa HB 1.
"Thereafter, the President shall be prohibited to be a candidate to any elective post."

Kung nagkataon, pag-amyenda ito sa Section 4, Article VII ng 1987 Constitution na nagpapahintulot lamang ng isang termino na tatagal ng anim na taon — walang re-election.
Ayon kay Gonzales, layunin ng pagbabago ng Saligang Batas na makapagpatupad ng mga long-term programs at polisiya lalo na't hindi raw sapat ang anim na taon.
Napapanahon na rin daw ito dahil sa matagal pa ang recovery na dulot ng P12 trilyong national debt dahil sa COVID-19 pandemic, na sinasabayan pa ng matataas ng presyo ng langis kaugnay ng Russia-Ukraine war.
"A long term solution is wanting, hency, longer term policy on good and competent leadership should be put to place," wika niya.
Sa kanyang resolusyon, iminumungkahi rin ang five-year term ng mga bise presidente, na pwede rin daw payagang ma-re-elect sa parehong haba ng dalawang beses. Aniya, ang boto raw para sa isang presidential candidate ay boto na rin sa kanyang bise basta't nasa iisa silang partido: "This is to encourage strong party system."
Maliban dito, nais ding iparebisa ang haba ng termino ng mga miyembro ng Kamara(distrct representative at party-list) at local elective officials maliban sa mga senador at barangay elective officials.
Sa ilalim ng Section 1, Article XVII ng Saligang Batas, ang anumang pagbabago sa konstitusyon ay maaaring imungkahi ng (1) Konggreso matapos bumoto ng three-fourths ng mga miyembro nito at (2) constitutional convention.
Matatandaang lagpas 20 taon naging presidente ang diktador at ama ni Marcos Jr. na si dating Pangulong Ferdinand Marcos Sr. (Disyembre 1965 hanggang Pebrero 1986).
"[T]he clear majority mandate from the Filipino people of our new President Ferdinand 'Bongbong' Romualdez Marcos, Jr... who garnered [31.62 million] votes representing 58.77% of total votes case from our electorate... would be the green light from our citizenry to proceed to the discussion on Charter Change," dagdag pa ng resolusyon.
