Media shutdowns totoong 'Duterte legacy' matapos utos vs Rappler — mga journo
MANILA, Philippines — Kinastigo ng ilang grupo ng mamamahayag at progresibo ang bagong kautusan ng gobyernong makakaapekto na naman sa isa pang mayor na media organization — sa pagkakataong ito, ang Rappler.
Sa isang order noong Martes, sinabi kasi ng Securities and Exchange Commission (SEC) na pinaninindigan nila ang pagbabasura sa Certificates of incorporation ng Rappler Inc. at Rappler Holdings Corporation dahil sa isyu ng "foreign ownership," bagay na iaapela pa at hindi pinal sabi ng abogado ng media outfit.
"The order to shut Rappler down comes on the heels of the National Telecommunications Commision's moves to block alternative news sites Bulatlat and Pinoy Weekly and to regulate blocktime broadcasting arrangements and contributes more uncertainty to the media landscape in the Philippines," wika ng National Union of Journalists of the Philippines (NUJP), Miyerkules.
"Throughout the six years of the Duterte administration, we have seen lawsuits and regulatory processes used as tools to muzzle the press and these, as much as the touted infrastructure projects, form part of the Duterte legacy."

Isang linggo pa lang ang nakalilipas nang iutos ng gobyerno ang pag-block sa ilang online portals ng kilalang alternative media outlets, bagay na ginawa dahil diumano sa pagiging "katuwang" ng rebeldeng Communist Party of the Philippines-New People's Army kahit na walang malinaw na pruweba.
Kamakailan lang din nang i-restrict ng NTC ang blocktime arrangements and mergers, na siyang sumasabay sa pag-uusap sa pagitan ng ABS-CBN sa TV5. Matatandaang hindi na-renew ang prangkisa ng Kapamilya Network.
Nakikipagkabit-bisig tuloy ngayon ang NUJP sa Rappler, mga reporter nito't staff sa gitna ng panibagong maniobra ng SEC, lalo na't kilala ito sa kritikal na pagbabalita sa ilalim ng administrasyong Duterte na magtatapos bukas.
"It is clear now, if it had not been clear before, that the journalism community and the communities that we report about and for must stand together against government moves to harass, restrict and silence any of us to keep the press free for all of us," dagdag pa nila.
Una nang sinabi ng Rappler sa dati nitong petisyon na hindi sila sakop ng naturang restriction dahil sa "hindi" raw sila mass media entity sa ilalim ng constitutional provisions.
Taong 1998 nang sabihin ni noo'y Justice Secretary Silvestre Bello III na "hindi mass media" ang internet.
Kanina lang nang sabihin ng Bulatlat na porma ng "censorship" ang ginagawa sa ngayon sa kanila, sa Rappler at Pinoy Weekly. Aniya, gumagawa ito ng "chilling effect" at bahagi lang daw ng pagsusumikap na i-discredit ang press.
'Spotty record sa press freedom'
Hindi naman na nagulat ang kampo nina outgoing Vice President Leni Robredo sa developments patungkol sa kaso ng Rappler, lalo na't hindi raw maganda ang record nito sa pagtatanggol ng kalayaan sa pamamahayag.
"The affirmation of the closure order comes as no surprise, given the outgoing administration's spotty track record in upholding freedom of the press and its clear hostility toward Rappler in particular," wika ni Barry Gutierrez, tagapagsalita ni Robredo.
"This merely makes clear the challenge ahead — to push back against government-led efforts to clamp down on and delegitimize the free press and to draw a clear line in defense of truth and free speech."
Kinundena rin ng Kilusang Magbubukid ng Pilipinas ang mga "hakbangin ng outgoing Duterte administration" sa huling mga sandali nito sa Malacañang, lalo na't malaki raw ang nagagawa nito sa paglaban sa disinformation.
Taong 2018 lang nang i-"ban" ng Palasyo ang Rappler reporter na si Pia Ranada sa kabuuan ng presidential complex.
