MANILA, Philippines — Kikilalaning "excused absence" ang pagliban sa trabaho basta't magpapabakuna laban sa COVID-19 ang mga tauhan ng gobyerno, paglilinaw ng Civil Service Commission (CSC) sa isang pahayag ngayong araw.

Ayon sa CSC, Miyerkules, ibinatay ito sa interim guidelines na inisyu ng CSC sa pamamagitan ng Memorandum Circular No. 16, s. 2021 — bagay na pinetsahang ika-12 ng Nobyembre, 2021. Sakop nito pati ang pagkuha ng booster shots.

"Absences of government workers due to COVID-19 vaccination may be considered as excused absence," sambit ng komisyon sa isang release.

"The issuance provides for the treatment of absences incurred by government officials and employees during the day of the inoculation of COVID-19 vaccine and/or the required treatment or recuperation period from any AEFI of COVID-19 vaccine."

Ang mga nasabing government officials at employees na mag-a-avail ng one-day excused absence ay dapat magsumite ng:

  • pruweba ng vaccination schedule (hal. vaccination card, kasama ang aplikasyon ng leave of absence)

Dapat itong maasikaso limang araw bago ang scheduled vaccination date, at kung kakayanain, maibigay sa head ng kanilang opisina/departamento/unit para maaprub.

Pagpapagaling sa side-effects, excused din

Ayon pa sa memorandum, sakop ng din naturang excused absence ang pagpapagaling oras na makaranas ng negatibong epekto ang empleyado kaugnay ng COVID-19 shots/booster.

"Absence from work due to the required treatment/recuperation period from [Adverse Events following Immunization] of the first and second dose of COVID-19 vaccine, including future booster shots, whenever applicable, shall be considered as excused absence," wika ng dokumento.

Kasama rito ang mga:

  • serious AEFIs (hospitalization, tuloy-tuloy na disability/incapacity/life-threatening reaction)
  • non-serious o minor AEFIs (pananakit ng katawan, masamang pakiramdam, pagod, panginginig o lagnat, sakit ng ulo, atbp.)

Sa mga serious AEFIs, bibigyan sila ng maximum 15 araw para magpagaling habang maximum tatlong araw naman para sa mga non-serious o minor side-effects.

"In the event that the required period of treatment/recuperation exceeds the maximum period of excused absence as provided... absences incurred thereafter shall be treated as sick leave and shall be charged against the sick leave credits, if any," sabi pa ng CSC.

Oras na maubos na nila ang kanilang sick leave credits, mag-a-apply na ang Section 56 ng Omnibus Rules on Leave para payagan silang gamitin ang vacation leave credits. Kapag naubos na ang vacation leave credits, pwedeng mag-apply ang trabahante ng sick leave — kaso wala na silang matatanggap na sweldo.

Ang mga naturang opisyal at empleyadong nakaranas ng "permanent disability" dahil sa COVID-19 vaccine ay pwedeng gumamit ng kanilang mga benepisyo alinsunod sa Republic Act 8291. — James Relativo
