CHR iimbestigahan pagpatay ng Valenzuela PNP sa teenager na PWD

MANILA, Philippines — Magsisimula ng sarili nilang imbestigasyon ang Commission on Human Rights (CHR) kaugnay ng kontrobersyal na pagkakapatay ng Philippine National Police (PNP) sa kabataang may kapansanan sa Lungsod ng Valenzuela kamakailan.

Linggo nang mabaril ng pulisiya si Erwin Arnigo, 18-anyos na may autism, habang nagsasagawa ng raid ang PNP laban sa iligal na sabungan (tupada). Ilang saksi ang nagsasabing "niyakap ng mga pulis ang lalaki bago barilin."

"The Commission on Human Rights is launching a motu proprio investigation into the death of a special needs teenager, who was said to have been shot by a police officer involved in a raid on an illegal cockpit in Valenzuela City on Sunday, May 23," ani CHR spokesperson Jacqueline Ann de Guia, Miyerkules.

"At this point, discovering the truth in the incident should be a priority. Contradicting narratives presented by the police, eye-witness accounts, and statement of the kin of the victim offer different stories on how the police ended up shooting the kid."

Kasalukuyang nakalagay sa "restrictive custody" ang sumusunod dahil sa nasabing insidente:

  • Police Cpl. Rex Paredes

"We welcome the action of PNP Chief Gen. Guillermo Lorenzo Eleazar to immediately place in restrictive custody the officers involved to ensure the integrity of investigation, as well as the commitment from Valenzuela City Mayor Rex Gatchalian to get to the bottom of the incident," dagdag pa ni De Guia.

"Pending the results of our investigation, we urge the police force to be more discerning on the use of force during police operations. Every police officer is reminded in their duty to serve and protect life."

Kasabay nito, ipinaalala ng CHR ang basic principles sa paggamit ng "force and firearms" ng law enforcement officials, na siyang inangkop ng UN Congress on the Prevention of Crime and the Treatment of Offenders. Aniya, kinakailang gawin ang lahat para matiyak ng PNP na "non-violent" means ang kanilang pamamaraan bago mauwi sa pamamaril, at kung gagamitin man, pangnutralisa lang para matigil ang nakaambang panganib.

Iba-iba ang kwentong naglalabasan sa ngayon mula sa pamilya ng napatay at apat na pulis patungkol sa insidente. Ang unang panig, iginigiit na nasa "homeowner's office" si Erwin nang madamay sa putukan, pero sabi ng pulis, "sinubukan ng lalaking abutin ang kanilang baril."

Dahil dito, minabuti ni Valenzuela City Rex Gatchalian na humingi ng tulong sa National Bureau of Investigation para makapagsagawa ng independiyenteng imbestigasyon.

Naninindigan sina Eleazar na isa si Arnigo sa mga suspek na naaresto sa iligal na sabungan, na nauwi sa gulo kasunod ng hulihan.

"One of the three arrested suspects grabbed the service firearm of one of the policemen which resulted in a scuffle. The service firearm went off and hit one of the three suspects later identified as Edwin Cabantugan Arnigo," ani Eleazar.

Reaksyon ng PWD groups

Patuloy na humihingi ng katarungan ang mga persons with disabilities (PWD) gaya ng Autism Strong Philippines at PWD Philippines pagdating sa nasabing insidente, habang hinihiling sa kapusilang i-educate pa lalo ang sarili pagdating sa autism community.

Samantala, kinastigo naman ng Autism Response PH ang basta-bastang pagsasapubliko ng kapulisan at pamahalaan ng Valenzuela sa kondisyon ng bata, lalo na't maraming pamilya ang hindi komportableng sabihin ang kondisyon ng kanilang mga kapamilya.

"We need to train and educate both the families living with autism and to those men in uniform on how to approach this kind of situation," sabi ng grupo.
