Anakpawis chairperson 'pinagsasaksak hanggang mamatay' sa Novaliches

MANILA, Philippines — Sinaksak hanggang bawian ng buhay ngayong umaga, ika-10 ng Agosto, si Anakpawis party-list chairperson Randall "Ka Randy" Echanis sa inuupahan niyang bahay sa Novaliches, Quezon City, ayon sa ulat ng Kilusang Magbubukid ng Pilipinas (KMP), Lunes.

Kasamang napatay ni Echanis ang kanyang kapitbahay bandang 1:30 a.m. kanina matapos pasukin ng limang 'di pa nakikilalang suspek.

"Our anger is beyond words. This is a culture of extrajudicial killings with impunity under the Duterte regime," ayon kay Ariel Casilao, dating kinatawan ng Anakpawis sa Kamara.

"This is a declaratory act that national leaders of legal-democratic movement are now targeted to be killed by the Duterte regime. The entire civil society, human rights advocates and freedom fighters must totally denounce this criminal act."

Sabi pa ni Casilao, sumasailalim pa sa gamutan si Echanis nang patayin at "hindi armado nang i-raid ng pulis ang kanyang bahay."

Kinukuha pa ng PSN ang panig ng Philippine National Police (PNP) tungkol sa pagpatay, ngunit hindi pa rin ito tumutugon sa panayam.

Bukod sa kanyang trabaho sa Anakpawis, nagsisilbi rin si Echanis, 72-anyos, bilang deputy secretary general ng Kilusang Magbubukid ng Pilipinas (KMP) — isang grupo ng militanteng magsasaka.

Naging instrumental si Echanis sa pagbabalangkas ng Genuine Agrarian Reform Bill (GARB) na paulit-ulit inihahain sa Kamara mula pa noong 2007, bagay na naglalayon ng libreng pamamahagi ng lupa sa mga pesante.

Siya ang naging ikatlong nominado ng nasabing party-list taong 2010.

Tatlong beses nang naaresto't nakulong si Echanis noong panahon nina dating Pangulong Ferdinand Marcos, Corazon Aquino at Gloria Macapagal Arroyo.

Sa kabila niyan, patuloy siyang nagsulong ng laban ng mga nagbubungkal ng lupa simula nang mapalaya noong 2010.

May kuneksyon sa anti-terror law?

Dagdag pa ng KMP at Anakpawis, lalo lang daw pinalalala ng kapapasang Anti-Terrorism Act of 2020 ang mga atakeng ito sa mga ligal na aktibista, kahit na sinasabi ng estado na para lang ito sa mga terorista.

"While the country is bearing the onslaught of the COVID-19 pandemic, state-backed mercenaries and death squads remain on the loose and wreaking havoc on activists and freedom fighters," sabi ni Rafael Mariano, chairperson emeritus ng KMP.

"Duterte has already signed the death order of activists and peace consultants upon the enactment of the anti-terrorism law. We will seek justice for Echanis and other victims of state-sponsored killings, at any cost," sabi naman ni Casilao.

Matagal nang iniuugnay ng gobyerno ang mga ligal na organisasyon ng Kaliwa sa ligal na Communist Party of the Philippines (CPP) at armadong New People's Army (NPA) — ang huli mga organisasyon na dineklarang terorista ni Pangulong Rodrigo Duterte.

Trabaho sa NDFP

Bahagi rin ng usapang pangkapayapaan sa pagitan ng mga rebelde at gobyerno si Echanis, bilang consultant ng National Democratic Front of the Philippines — na samahan ng mga lihim na organisasyong Kaliwa na nakikipag-usap sa gobyerno.

Taong 2002 pa lumalahok si Echanis sa peace negotions, at nagsilbing consultant sa pagbubuo ng Comprehensive Agreement on Socio-Economic Reforms (CASER), partikular sa repormang agraryo at pagpapaunlad ng kanayunan.

Si Echanis na ang ikalawang NDFP consultant na pinatay sa ilalim ng rehimeng Duterte, matapos pagbabarilin sa bus ni Felix Randy Malayao noong Enero 2019.

"[Echanis] has wholly given his life in service of the peasantry and the people. Selfless and resolute, Ka Randy continued in working for genuine land reform and a just peace despite being detained three times under the presidencies of Ferdinand Marcos, Cory Aquino, and Gloria Arroyo. He lived a simple life and amassed nothing but contributions to the people's struggles," sabi ni KMP national chairperson Danilo Ramos.

"We demand justice for the death of Ka Randy. His killing is made more heartless and cruel amid a pandemic when death and hunger abounds. We hold accountable the Duterte regime which has persistently proclaimed and acted against genuine land reform and a just peace."
