MANILA, Philippines – “Kung walang kita, lahat makikita. Kung may kita – eh wala talagang pagpupuslit na makikita.”

Ito ang binunyag ni Sen. Panfilo Lacson sa kanyang privilege speech Miyerkules ng hapon kaugnay ng umano’y katiwalian sa Bureau of Customs.

Isinisisi ni Lacson kay dating Customs commissioner Nicanor Faeldon ang patuloy na paglaganap ng korapsyon sa loob ng ahensya.

Ayon sa senador, hindi umano uubra ang dahilan ni Faeldon na hindi niya kaya sugpuin mag-isa ang maling sistema sa loob ng ahensiya dahil inamin nito kamakailan lamang sa isang Senate investigation na alam niya ang tinaguriang "tara" system.

“He said he tried. His excuse, he could not investigate the matter because he was helplessly alone in eradicating corruption in his domain. To be more specific, Faeldon said, and I quote: ‘the appointment of the officers-in-charge in the probe was just September or January, so for the first six months, I was working alone,” pahayag ni Lacson.

Ngunit agad itong pinasinungalingan ng senador at sinabing noong Hulyo 1, 2016 pa lamang ay may contracts of service na umano sila Geraldo O. Gambala, Milo Maestrecampo, Atty. Mandy Therese Anderson, at Henry Anthony M. Torres bilang technical assistants.

“Kitang kita, the lies!” sabi ni Lacson

Dahil umano bigo si Faeldon sa pagsugpo ng katiwalian sa BOC, tuluyan na umanong “kinain ng sistema” ang dating commissioner.

“Commissioner Faeldon should have started the cleansing in the bureau by eliminating what’s been corrupting the agency for so long – the tara system,” paliwanag ng senador.

Bukod dito, sinabi ni Lacson na usap-usapan umano sa loob ng ahensiya na nakakatanggap ng P100 milyon ang bagong commissioner.

“Holy mackerel. Welcome pa lang, may kita na!” pahayag ni Lacson.

Patuloy ni Lacson na malala na ang nangyayaring katiwaliaan sa BOC dahil umano halos lahat ng nasa loob ng ahesiya ay kabilang sa nasabing sistema.

“It is a smuggling mafia out there, Mr. President. A criminal state that has no fear from government nor the president. Kawawa ang Republika ng Pilipinas,” dagdag ng senador.

Kamakailan lamang ay tinanggap na ni President Rodrigo Duterte ang pagbibitiw ni Faeldon at agad na itinalaga si Philippine Drug Enforcement Agency chief Isidro Lapeña.
