MANILA, Philippines -  Sa Hunyo 2018 pa maipatutupad ang Free Tuition Law sa lahat ng universities at colle­ges na pinapatakbo ng gobyerno.

Sinabi ni Commission on Higher Education (CHED) Prospero de Vera na nagsagawa na sila ng unang meeting para sa pagbuo ng Implementing Rules and Regulations (IRR).

Inaasahan nilang ma­tatapos ang IRR sa lalong madaling panahon para sa full implementation ng batas para sa Academic Year 2018-2019.

Sa ilalim ng batas, ang mga estudyante na naka-enrol o nais mag-enrol sa mga state universities and colleges ay hindi na magbabayad ng tuition at iba pang “standard miscellaneous fees”

Aabot sa mahigit P20 bilyong pondo ang kaila­ngan para sa full implementation ng batas.

Samantala, inihayag naman ni House Appropriations Chair at Davao City Rep. Karlo Nograles na tatlong ahensiya ng pamahalaan ang tatapyasan ng budget para pagkunan ng pondo sa free tuition ng 114 State Universities and Colleges ( SUCs), 16 Local Universities and Colleges (LUCs) at 122 Technical-Vocational Institutions (TVIs) sa ilalim ng TESDA.

Ayon kay Nograles, ang Department of Information and Communications Technology (DICT) ay may P2.7 billion ‘unused appropriations noong 2016 at P2.695 bilyon noong 2017.

Ang Department of Agrarian Reform (DAR) naman ay may P6 billion unutilized fund noong 2015 at P5 billion noong 2016 habang ang Department of Transportatin (DOTr) ay may P30 billion unobligated fund noong 2016.

“The 2016 funds are still alive and set to expire on December 31, 2017. At this point in time I am very doubtful they will be able to utilize those funds. So I am looking at considering these funds as savings and writing a supplemental budget to use as standby fund for the free higher education law,” sabi ni Nograles.
