Mas mataas na sahod, 14th month pay sa gov’t employees isinusulong

MANILA, Philippines – Nais ng administrasyong Aquino na magkaroon ng mas mataas na sahod ang mga tauhan ng gobyerno sa paghahain ng P226-bilyon compensation package na sasamahan pa ng mas mataas na performance-based bonus at 14th month pay na ibibigay tuwing Hunyo.

Layunin ng panukalang ihahain sa Kamara ngayong Lunes na mapataas ang kinikita ng 1.53 milyong tauhan ng gobyerno sa loob ng apat na taon na magsisimula sa 2016.

"Payment of just and equitable compensation to government personnel (is) in accordance with the principle of equal pay for work of equal value," pahayag ni Budget Secretary Florencio Abad.

Sa panukala, mula 2016 hanggang 2019 ay aabot sa P11,068 ang buwanang sahod ng mga nasa ilalim ng Salary Grade (SG) 1 mula sa P9,000, habang ang nasa SG 3 tulad ng pangulo ay makatatangap ng P388,096 mula P120,000.

Nilinaw naman ni Abad na hindi aabutan ng pagtaas ng sahod si Pangulong Benigno Aquino III at Bise Presidente Jejomar Binay dahil ang makikinabang nito ay ang susunod sa kaniya.

"Under the Constitution, no increase in the compensation of the president and vice-president shall take effect until after the expiration of the term of the incumbent," banggit ni Abad.

"So for us, it will only be in effect by July 2016.”

Sinabi pa ng kalihim na pawang mga nasa mababang SG ang lubos na makikinabang sa panukala.

"Roughly 89 percent of salary increases will go to those at the lower salary grades."

Aabot sa P225.82 bilyon ang gagastusin ng gobyerno ngunit hahatiin ito sa loob ng apat na taon – P57.906 bilyon sa 2016, P54.393 bilyon sa 2017, P65.976 bilyon sa 2018 at P47.544 bilyon sa 2019.

"We do hope that Congress give this priority...We were assured that the speaker and the senate president that by Dec. 19, they will be able to passed this."
