6 COA auditors sinibak ng Ombudsman!

MANILA, Philippines – Sinibak sa serbisyo ni Ombudsman Conchita Carpio Morales ang anim na auditors ng Commission on Audit (COA) dahil sa pagtanggap ng sobra-sobrang sahod at bonu­ses mula sa Local Water Utilities Administration (LWUA) mula 2006 hanggang 2010.  

Dinismis dahil sa kasong grave misconduct sina state auditors Juanito Daguno, Jr. na tumanggap ng P615,000, Proceso Saavedra (P692,000), Teresita Tam (P592,000), Corazon Cabotage (P542,000), Evangeline Sison (P183,000) at Vilma Tiongson (P164,000). Kasama rin ang data machine operators na sina Violeta Gamil (P834,000) at Roberto Villa (P650,000).

Hindi na rin sila papa­yagan na makapagtrabaho sa gobyerno, kanselado rin ang eligibility at walang makukuhang retirement benefits.

Nahaharap naman sa kasong kriminal sina COA executives Edna Anical, Thelma Baldovino, Evelyn de Leon, Daguno, Jr., Nestorio Ferrera, Gamil, Zoharayda Obog, Ligaya Principio, Jesusa Punsalan, Saavedra, Paulino Sarmiento, Tam, Villa, Cabotage, Sison at Tiongson dahil sa paglabag sa RA No. 3019 (Anti-Graft and Corrupt Practices Act) dahil sa multi-million peso grant na dagdag na sahod at bonuses. 

Napatunayan din ng Ombudsman na guilty sina LWUA executives Lorenzo Jamora, Wilfredo Feleo, Orlando Hondrade at Daniel Landingin sa Simple Misconduct. Ang mga ito ay sinuspinde ng 6 na buwan ng walang sahod. 

Sa imbestigasyon ng Ombudsman, sina Jomora at iba pa ay nag-apruba at lumagda sa Letters of Instructions na nag-uutos na ipalabas ang tseke na nakapaloob sa irregular bonuses para sa LWUA at COA personnel mula 2006 hanggang 2010 na may kabuuang P25 million. 

Sa record ng COA Human Resource Office, si Anical ay tumanggap ng P789,000; Baldovino, P886,000; De Leon, P517,000; Daguno Jr., P615,000; Ferrera, P961,000; Gamil, P834,000; Obog, P658,000; Principio, P642,000; Punsalan, P602,000; Saavedra, P692,000; Sarmiento, P703,000; Tam, P592,000; Villa, P650,000; Cabotage, P542,000; Sison, P183,000 at Tiongson, P164,000.

“The amount given were huge and arbitrary,” nakasaad sa resolusyon ng Ombudsman.

Isang COA machine operator din na nakatalaga sa LWUA ang tumanggap ng P140,000 at P43,000 noong November 2006. Sila ay tumanggap din ng dalawang beses ng kanilang bonus noong November 2006, November at December 2007, September at December 2008 at March 2010.
