Ex-Camarines Sur governor kinasuhan ng graft sa fertilizer fund scam

MANILA, Philippines – Kinasuhan ng Ombudsman ng graft sa Sandiganbayan si dating Camarines Norte Governor Jesus Typoco kaugnay ng fertilizer fund scam.

Kasama ni Typoco na kinasuhan ng graft sina Camarines Norte Provincial Accountant Maribeth Malaluan at Bids and Awards Committee (BAC) members Jose Atienza, Lorna Coreses, Cesar Paita, Rodolfo Salamero, Jose Rene Ruidera, at Alex Rivera ng Hexaphil Agriventures, Inc. (Hexaphil) dahil sa paglabag sa R. A. No. 3019 (Anti-Graft and Corrupt Practices Act) at paglabag sa Republic Act No. 9184 (Government Procurement Reform Act).

Sa record, tumanggap ang Camarines Norte ng P4 milyon para sa pagbili ng agricultural supplies at P1 milyon para sa buto ng mga gulay noong 2004.

Nag-alok si Rivera ng kanilang produkto na Hexaplus Liquid ferti­lizer kay Typoco sa hala­gang P700 kada botelya.

Isang memorandum of agreement ang nilagdaan ng Department of Agriculture regional office at ni Typoco at inaward ang pagbili ng 7,142 botelya ng fertilizer sa Hexaphil ng walang public bidding.

Nadiskubre ng Ombudsman na ang Hexaphil ay hindi isang  legitimate company, walang business permit o license to operate at hindi rehistrado sa Department of Trade and Industry, Securities and Exchange Commission o sa Bureau of Internal Revenue, hindi makita ang address ng kompanya at hindi muna natignan ng mga respondents ang market probe bago mai-award ang kontrata sa kumpanya na nagresulta ng  kuwestyonableng direct contracting.

“Typoco cannot simply be exempted because he was then busy campaigning for the upcoming elections..as governor and public official, he is accountable for his actions relative to the contract he entered into,” nakasaad sa resolusyon ng Ombudsman.
