Senate tax study kinatigan ng BOC officials at NTA

MANILA, Philippines - Kinatigan ng dalawang opisyal ng gobyerno ang natuklasan ng Senate Tax Study and Research Office (STSRO) na nagkaroon ng pag-abuso at nagtangkang umiwas sa pagbayad ng excise tax sa sigarilyo ang isang local cigarette manufacturer.

Lumabas sa pag-aaral ng Senado na nagkaroon ng tripleng “illicit domestic production” ang isang lokal na manufacturer ng sigarilyo.

Natuklasan na mula sa dating 6 bilyon sticks noong 2012 bago ipatupad ang reformed sin tax law, naging 17.1 bilyon sticks ang production ng Mighty Corporation.

Nakasaad naman sa records ng National Tobacco Administration, sa 64.7 milyon kilo ng raw materials na nagawa ng mga lokal na tobacco farmers noong 2012, 27.5 milyon nito ang nakonsumo ng cigarette manufacturers sa bansa at nadagdagan ito noong 2013 ng halos 50% (32.6 million).

“It is used by Philip Morris (Fortune Tobacco Corp. Inc) and La Suerte (Cigar and Cigarette Factory). Mas malaki po ang Philip Morris, definitely,” sabi ni NTA administrator Edgardo Zaragoza, sabay sabing kaunting bahagi lang nito ang na-consume ng Mighty Corp.

Maging si Bureau of Customs (BoC) Comm. John Sevilla ay sumang-a­yon sa opinyon ni Zaragosa.

“After suspension of their license, a team from customs went in to audit the physical stock of tobacco that was there at that time, meron mga actually malaki laking vo­lume ng mga pinasok as warehousing,” ani Sevilla.

“So siningil namin ng buwis eh nagbayad naman sila kaagad. We collected P1 billion from Mighty. Those were taxes that were due on what was imported actually, was not exported,” dagdag nito.

Naungkat ang nasa­bing usapin sa pagdinig ng Congressional Oversight Committee on the Comprehensive Tax Reform Program sa Senado noong linggo.
