Pagtatayo ng permanenteng evacuation centers isinulong

MANILA, Philippines – Upang hindi na mailagay pa sa alangin ang buhay ng publiko tuwing may kalamidad, nais ng dalawang mambabatas na magkaroon ng permanenteng evacuation centers na kukupkop sa mga maaapektuhan ng krisis.

Inihain nina Gabriela partylist Reps. Emmi de Jesus at Luzviminda Ilagan ang House Resolution 696 kung saan inaatasan ang National Disaster Risk Reduction Management Council na gumawa ng mga permanent evacuation sites na pasok sa international standards.

"The aftermath of Typhoon Yolanda manifests the continuing failure of the national government to prepare for approaching disasters or to at least come up with an organized and efficient evacuation response,” nakasaad sa panukala ng dalawa.

"The evacuation centers that were supposed to protect the people ended up being hazards as well as most of the currently designated evacuation centers are located in disaster-prone areas and were not structurally designed as typhoon-proof," dagdag nina De Jesus at Ilagan.

Anila, hindi na maaari pang ilagay sa pansamantalang evacuation centers tulad ng paaralan, covered cout at simbahan ang mga biktima ng kalamidad.

"Congestion in most evacuation centers puts at risk the evacuees, especially the pregnant women, the disabled, senior citizens and the children who are the most vulnerable in times of disasters," banggit nila.

Sinabi pa ni De Jesus na sa evacuation nakasalalay ang buhay ng publiko sa oras ng krisis.

"During disasters or natural calamities, evacuation is one of the pre-disaster responses that ensure people's safety and security.”
