CGMA, 3 pa kasuhan sa OWWA funds - DOJ

MANILA, Philippines - Inirekomenda ng Department of Justice (DOJ) ang pagsasampa ng kasong technical malversation laban kay dating pangulo at ngayo’y Pampanga Rep. Gloria Macapagal-Arroyo hinggil sa umano’y paggamit ng P546 milyon pondo ng Overseas Workers Welfare Administration (OWWA).

Sa 13 pahinang resolusyon nina Sr. Asst. State Prosecutors Theodore Villanueva, Lilian Doris Alejo at Elizabeth Santos na inaprubahan   ni Prosecutor General Claro Arellano, nakasaad na may sapat na ebidensiya ang reklamong malversation na inihain ni dating Solicitor General Francisco Chavez.

Pinakakasuhan din sina dating DFA Secretary Alberto Romulo, dating Health Secretary at ngayo’y Civil Service Commission (CSC) chairman Francisco Duque III at da­ting OWWA Administrator Virgilio Angelo.

Matatandaang naghain si Chavez ng kasong plunder at technical malversation laban sa apat at walong iba pa kaugnay ng paglilipat ng P530.38 milyong OWWA funds sa Philippine Health Insurance Corp. (PHIC/Philhealth) noong February 2004 dalawang buwan bago ang May 2004 presidential elections kung saan sinasabing nanalo si Arroyo.

Nakasaad pa sa resolusyon na sina Arroyo, Romulo, Angelo at Duque ay nagkutsabahan umano, nagpatupad at nag-apruba upang maipalabas ang pondo ng OWWA funds para sa ibang pangangailangan.

Kumbinsido naman ang Malacañang na mauuwi sa conviction ang kasong technical malversation laban kina Arroyo.

Sinabi ni Presidential Spokesman Edwin Lacierda, tiwala silang matibay ang ebidensya ng DoJ sa kasong malversation na ibinaba mula sa kasong plunder.

Ayon kay Lacierda, hindi naman sila dismayado at bagkus suportado nila ang rekomendasyon ng DoJ sa Ombudsman na imbes na plunder, technical malversation ang isasampa kina Arroyo.
