Pinas tagilid sa climate change

MANILA, Philippines - Pang-anim na ang Pilipinas sa hanay ng 200 bansa na pinaka-delikado sa climate change o “Climate-Vulnerability Rankings”.

Ito ang naging babala kahapon ni Senator Loren Legarda kaugnay sa nakakabahalang pagtaas ng ranking ng Pilipinas sa mga bansa na delikado sa cyclones, baha, lindol at landslides.

Noong 2009, pang-12 ang Pilipinas sa 200 bansa na kaugnay sa Mortality Risk Index ng United Nations International Strategy on Disaster Reduction (UNISDR) pero agad umakyat ang ranking nito sa pang-6 noon lamang nakaraang taon o 2010. 

Pero base umano sa World Risk Index ngayong taon, ang Pilipinas ang ika-tatlo sa mga bansang “vulnerable” sa disaster risks at natural hazards.

Ayon pa kay Legarda, dapat ng kumilos ang gobyerno at hindi na dapat hintayin pa na maging numero uno sa climate-vulnerability rankings.

Napuna ni Legarda na palagi na lamang naghihintay ang gobyerno na may tumamang kalamidad bago kumilos.

Iginiit ni Legarda na dapat maging proactive ang disaster risk reduction at management system ng gobyerno upang maging epektibo ito.

“We have to establish early warning systems, make our infrastructures disaster-resilient, make our communities prepared whenever natural hazards occur, and we must link disaster risk reduction and preparedness to development planning. We will not train our sights merely on enhancing our capacities to re-build in times of disasters; but rather on reducing risks for our people and building lasting communities,” pahayag ni Legarda.

Lumalabas na hindi aniya sapat ang mga legal na mekanismo katulad ng Climate Change Act at Disaster Risk Reduction and Management Act para mabawasan ang disaster at climate risks na kinakaharap ng bansa base sa mga global statistics.
