P7.5-B agri scam

MANILA, Philippines - Tutugisin ng Senado ang mga masterminds sa nadiskubre ng  Senate Oversight Committee on Public Expenditures na P7.5 bilyong pondo na ipinalabas sa pagitan ng Enero hanggang Hunyo 2010 noong panahon ni dating pangulo at ngayon ay Pampanga Rep. Gloria Arroyo para sa mga farm-to-market roads na karamihan naman ay hindi ginawa o bogus.

Ayon kay Sen. Francis Pangilinan, chairman ng komite, dapat maliwanagan kung saan napunta ang malaking bahagi ng nasabing pondo na ipinalabas ng walang “work program”.

“If found true that no farm-to-market road was constructed when this amount was released from January to June 2010, then those responsible for this anomaly must be held accountable and must explain themselves to those who toil their farms relentlessly yet remain below the poverty line,” sabi ni Pangilinan.

Ayon kay Pangilinan, maliwanag na kasong plunder ang dapat isampa sa mga nakinabang sa pondo.

Nauna rito, inihayag ni Sen. Franklin Drilon, chairman ng Senate Committee on Finance na sa kanilang initial investigation  malaki ang nawawala sa pondo.

Pasok umano sa election period ang pagpapalabas ng nasabing P7.5 bilyon.                 

“Hindi pa namin alam kung magkano ang nawawala but a subs­tantial portion of the P7.5 billion could not be accounted for in terms of road construction, length, quality. We are investiga­ting that now in the Oversight Committee on Public Expenditures. We have not yet come to any conclusion,” sabi ni Drilon.

Bukod umano sa hindi naman naipatayo ang mga kalsada, ang ilan naman sa mga ito ay hindi ma­ayos ang pagkakagawa o hindi natapos.

“What we just have is our initial finding that a good portion of this could not be accounted for. The non-existence of these roads, or they are not of the quality that they are represented to be, or not of the length that they are supposed to be,” sabi ni Drilon.

Sa ngayon umano ay gumagamit na ang DA ng tinatawag na Global Positioning System (GPS) upang tingnan kung talagang wala pang farm-to-market roads na nakatayo para sa hinihinging panibagong proyekto.

Sinabi ni Drilon na ang nangyayari ay multi-level farm-to-market road dahil regular na nilalagyan ng pondo ang mga ito.

“Kaya ang nangyayari nagiging multi-level farm-to-market road. The same farm-to-market road is funded regularly. Yan po ang isa sa mga bagay na aming tinitingnan at nilalabas para hindi na maulit” ani Drilon.

Ayon kay Drilon, may mga lugar na na-identify kung saan hindi naman nagawa ang mga farm-to-market roads pero hindi pa nila ito isasapubliko dahil nasa premilinary stage pa ang imbestigasyon.

Sinabi pa ni Drilon na inaasahan na nila ang pagtanggi ni dating DA Secretary at ngayo’y Bohol Rep. Arthur Yap at si­guradong hindi naman niya aaminin ang ipinalabas na P7.5 bilyong pondo.

“Of course that would be denied. We do not expect him to admit this but the fact is it’s on record that P7.5 billion was released,” ani Drilon.
