VAT sa toll fees haharangin ng 81 solons
MANILA, Philippines - Umabot na sa 81 kongresista sa mababang kapulungan ng Kongreso ang pumirma sa panukalang batas upang pigilan ang Bureau of Internal Revenue (BIR) sa pagpapatupad ng 12% Value Added Tax (VAT) sa toll fee sa North at South Luzon Expressways.
Sinabi ni La Union Rep. Victor Ortega sa kanyang House bill 5185 na hindi layunin ng Kongreso na patawan ng VAT pati ang toll nang ipasa nito ang batas noong 1994.
At habang hindi pa umano nalilinaw ang saklaw ng VAT ay hindi muna dapat ito ipatupad ng BIR.
“To allow a tax burden on the people without a clear imposition of Congress sets a very bad precedent. The power to tax is the power to destroy. It is the essence of democracy that there should be no taxation without representation,” dagdag pa ni Ortega. “Toll fees on our expressways are already a user’s tax. To impose VAT on toll fees is to impose tax on tax. This is against the Constitution and public interest.”
Muli umanong binisita ni Ortega ang Congressional records at walang nakasaad doon na kasama ang toll sa papatawan ng VAT.
