MANILA, Philippines - Umapela si dating Pre­sidential Management Staff head Len Bautista-Horn kay Pangulong Aquino na magsuri munang mabuti bago magparatang kaugnay sa bintang na inubos na ng nakalipas na gobyernong Arroyo ang kaban ng pamahalaan.

“Just the facts please, Mr. President. We’re bemused by the latest alarmist statements from the administration – this time about government spending during the last months of former PGMA – which as usual are neither well-researched nor well thought out,” ani Bautista-Horn sa ipinadalang pahayag.

Pinabulaanan niya ang mga akusasyon ni Aquino na nag-“overspend” o malabis na gastusin na diumano’y ginawa ni Arroyo sa mga huling buwan ng kanyang panunungkulan pati na rito ang malakihang bawas sa calamity fund.

Ani Bautista-Horn, mukhang mali ang mga detalyeng naibigay kay Aquino na halos wala nang natira sa P1 trillion na budget gayung kalahati pa lamang ng taon ang nakakalipas. At bunsod nito ay P600 billion na lang natitira para sa panunungkulan ni Aquino.

Pinagdiinan ni Bautista-Horn na P300 billion ng halagang ito ay “automatically appropriated for debt service” o pambayad sa mga utang ng bayan.

“First of all, the President should also realize that 100 percent of the annual budget for government salaries or personnel services, and 75 percent of other operating expenses are automatically deemed disbursed on the very first working day,” sabi pa ni Bautista-Horn.

Ibig sabihin nito, lahat ng paswelduhin at mga gastusin ng pamahalaan para sa pang-araw araw na operasyon ay binabayaran na sa umpisa pa lamang ng taon. At dahil dito, hindi na kailangang problemahin pa ng Aquino administration ang mga bayaring ito.

Ani pa ni Bautista-Horn, “this is a budget practice that Budget Secretary Florencio Abad would have become aware of if he spend less time churning out anti-Arroyo press releases.”

Pinabulaanan din niya na winaldas lamang ng pamahalaang Arroyo ang P1.4 billion na calamity fund mula sa P2 billion na nakalaan para sa taong ito.

Pinagdiinan niya na sa sobrang tindi ng pinsala ng mga bagyong Ondoy, Pepeng at Frank nung 2009, mahigit P50 billion pa nga ang binigay na halaga ng Joint Private Sector Commission on Reconstruction para lang makaahon ang mga napinsala.

“Out of the P1.4 billion spent from the calamity fund, nearly half or P650 million, was spent by DSWD,” sabi pa ni Bautista-Horn.
