Barias sinampahan ng graft

Sinampahan ng ka­song graft sa Office of the Ombudsman si PNP Gen. Geary Barias, Police De­puty Chief for Operations, kaugnay sa biyahe nito at pananatili ng 11-araw sa Germany noong October 2008.

Nakasaad sa reklamo na ipinadala ng “concerned citizens’ sa ombproper@ ombudsman.gov.ph at naka-address kay Ombudsman Merceditas Gu­tierrez na lumabag uma­no si Barias sa Republic Act 6713-Code of Conduct and Ethical Standards for Public Officials and Employees at Republic Act 3019-Anti Graft and Corrupt Practices Act nang tanggapin nito ang imbitasyon ng Rohde and Schwarz, isang electronics specialist company sa Munich, Germany.

Kasama ni Barias sa biyahe sina Quezon City Police Director Senior Supt. Magtanggol Gatdula, district operations chief Senior Supt. Federico Laciste, at District Mobile Force head Senior Supt. Neri Ilagan.

Nadiskubre na sinagot umano ng Rohde and Schwarz ang lahat ng travel expenses ng nasabing mga opisyal tulad ng International airfare, meals at accomodation.

Binanggit din ng grupo ang Section 7 (d) (on solicitation or acceptance of gifts) of RA 6713 na nagsa­saad na “Public officials and employees shall not solicit or accept, directly or indirectly, any gift, gratuity, favor, entertainment, loan or anything of monetary value from any person in the course of their official duties or in connection with any operation being regulated by, or any transaction which may be affected by the functions of their office.”

Kasabay nito, sinabi din ni Rep. Bienvenido Abante, chair ng House Commit­teee on Public Information na di dapat pinasagot nina Barias ang kanilang gastos sa naturang biyahe sa anumang pribadong kom­panya dahil maituturing itong paghingi ng pabor.

Hinamon din nito si Ba­rias at ang mga kasama na magsumite ng kanilang report kaugnay sa nabang­git na biyahe at di dapat mag­bingi-bingi­han sa mga ha­mon sa kanya. (B. Quejada)
