Land titling at registration maisasaayos na sa E-Commerce Law

Higit nang maaayos at mapapabuti ang pagtititulo ng lupa at rehistro sa pamamagitan ng E-Commerce Law. Ito ang sinabi ni Atty. Ivan John Uy, miyembro ng Philippine Judicial Academy at dating CIO ng Korte Suprema na nagbigay ng comprehensive lecture tungkol sa Republic Act 8792 o kilala sa tawag na Electronic Commerce Act of 2000 sa Land Registration Authority ( LRA ) at Land Registration Systems, Inc. (LARES)

Ayon kay Atty. Uy, sa pamamagitan ng e-Commerce Law, ang mga Registry of Deeds (RDs) ay hindi na kailangang magproduce ng physical Original Title na itatabi ng bawat mamamayan sa kanilang mga tahanan. Sa halip, ang RDs ay kailangan lamang gumamit ng digitally produced at secured title ng database sa ilalim ng Land Titling Computerization Project kung saan ang RA 8792 ay magtitiyak ng digital title ay may kaparehong legal value bilang isang physical paper title.

“The major benefit of this paradigm shift is that it offers a more robust and sustainable form of security against the loss of titles due to wear and tear, accidents, fire and forces of nature and theft. LRA can now adopt a back-up and restore program that will enable the agency to accurately and instantly restore the records of a Registry in the event this Registry burns down. This will eliminate the time and resource consuming reconstitution process” ayon pa dito. (Angie dela Cruz)
