Ang Party-list System Act

Ato kining hisgutan karon kay mag-eleksiyon na pud, ug nagkisikisi na ang mga kandidato ubos sa RA 7941 o Party-list System Act.  

Basically, katuyoan sa Republic Act 7491, mao ang pag-promote sa proportional representation sa House of Representatives sa marginal ug underrepresented sectors nga naglangkob ning mosunod: Labor, Fisherfolks, Peasants, Women, Urban Poor, Youth, Indigenous Cultural Communities, Overseas Workers, Veterans, Professionals, Handicapped, ug Elderly.

Sa 19th Congress, sa unang regular session, si Senador Ronald ‘Bato’ dela Rosa, mi-introduced og amendments sa Party-list System Act, nga gipirmaha ni former President Fidel V. Ramos, March 3, 1995. Mo-30 years old na kini sunod tuig.

Sa iyang explanatory note, si Dela Rosa, namahayag, “The party list system's noble purpose under the Constitution is to provide a wider range of representation to a greater number of people in our society.” Dalaygon ang katuyoan sa RA 7941, apan, sa nangaging katuigan, matud ni Bato, ang maong demokratikanhong sistema, wala na mahimong kasangkapan sa Konstitusiyon pag-provide og effective ug representative governance.

Dugang ni Bato: “It has become a tool for abused and exploitation. Thus, there have been party- list groups which have successfully entered the Halls of the House of Representatives which perpetuate radical, and oppressive principles in their platform of governance. Regardless of their political ideology, party-list groups should effectively participate in the law-making process in the legislative branch of our government.”

So, dili maayo kon mao kini ang impression ni Bato sa performance sa mga party-list representatives. Di sad hinuon tingali ang tanan. Perhaps ang uban kanila, naglantaw lang gayud sa concerns sa ilang mga constituents.

Kuyaw ni, “However, there Is a grave concern If the party list group's main agenda is to infiltrate the government with revolutionary principles that capitalize on violence and dissent among the people,”   pamahayag ni Bato. Di na sad ni maayo, kon mao man. 

Bahin sa amendment, atong kutluon ang kinatibuk-ang pamahayag ni Bato: “This should be preserved and protected. Hence, any deviation from this goal should be curbed. The Party List system should therefore be purged of all its infirmities. In line with this goal, this bill proposes to amend Section 6 of RA 7941 by expanding the grounds for the refusal and/or cancellation of registration of any national, regional or sectoral party, organization or coalition sa Party-list groups.

When committing violent and unlawful acts; and the group directly or indirectly participates in acts detrimental to the best Interest of the government.

Atong masabut dinhi nga kon adunay pagkahisalaag gikan sa katuyoan sa RA 7941, ug ang mga infirmities o kahiwian ug kalapasan, kinahanglan santaon.

Gisugyot usab nga palapdan ang pagsalikway o pagkanselar sa registration sa hingtungdang party-list organizations, gumikan sa kasaypanan nga mahimo.  

Dugang grounds for disqualifications: Kon ang grupo maglakip sa mga bata (children), kabatan-onan (youth), ug ubang disadvantaged nga sakop sa katilingban, “in committing violent and unlawful acts;  ug kon ang grupo mo-participate, directly or indirectly, sa pagabuhaton, nga “detrimental to the best interest of the government.

Inigbotar ninyo klaroha ang background, ang obsession ug preoccupation sa mga party-list candidates, ug ang organization mismo.
