Gikataho nga si Henry Encarnacion ang nisang-at og reklamo batok kang Oñate niadtong Oktubre 23, 2023. Si Encarnation nipasangil kang Oñate nga niabusar kini sa posisyon gumikan sa pagpabor niini sa DBSN Farms Agriventure Corporation, usa ka poultry business nga gipanag-iya sa pamilyang Oñate.
Giingong ang DBSN farms nag-operate partially sulod ug sa immediate boundary sa protected area sa Palompon Watershed ug Forest Reserve. Si Encarnacion nipasangil usab nga gi-convert ni Oñate ang Certificate of Land Ownership Award (CLOA) lot ubos sa Akta Republika No. 6657 kun “Comprehensive Land Reform Act” nga wala ang required conversion order gikan sa Department of Agrarian Reform.

"The decision dated September 10, 2024 which was approved on September 24, 2024 in OMB-C-A-NOV-23-0114 with the 1st endorsement last September 26, 2024 is nothing but a mere stash of political harassment. It should be noted that during the clarificatory hearing last May 27, 2024 via Zoom platform, the complainant failed to attend the said hearing.
