SEF time deposit sa siyudad gidili

CEBU, Philippines —  Ipahunong sa Commission on Audit ang time deposit sa Siyudad sa Sugbo nga moabot og P762.27 milyones ubos sa Special Education Fund (SEF). 

Sa  Audit Observation Memorandum nga gipagawas sa maong ahensya niadtong Pebrero ang siyudad nagbutang og P762,276,429.10 nga kwarta ubos sa SEF in special savings and High-yield savings accounts niadtong Disyembre 31, 2018.

“Investment of SEF funds in time deposits is not allowed under Sections 100 (c) of R.A. 7160 (Local Government Code) which specifically provides and enumerates the priorities in the disbursement of SEF,” matud sa COA report.

Ang SEF mamahimong magamit sa pagpatukod, , pagpaayo, ug maintenance sa mga school buildings ug laing mga pasilidad sa mga publikong tunghaan.

“SEF is created to contribute to the financial support of the goals of education and investing funds out of SEF deprives its intended beneficiaries of the immediate benefits that could have derived therefrom,” matud sa COA report nga gipirmahan sa State Auditor V Maria Daisy Bercede ug State Auditor IV Lita Lamparas.

 Tungod niini, gihangyo sa syudad nga ipa-terminate ang time deposit aron magamit ang kwarta para sa mga pagtukod  og mga school buildings ug uban pa.  Matud ni City Treasurer Arlene Rentuza nga nag-agad sila sa Local School Board sa paggamit sa maong kwarta.

“One of our strategies in revenue generation, is to invest in time deposit to earn interest income as long as such fund is not needed hence, it was prudently deposited in such a manner,” sigon niya.

Matud ni Konsehal Joy Augustus Young nga nangandam karon ang siyudad sa  programs of works and estimates sa mga proyektong  gamitan sa SEF.

Mitubo ang wala magasto nga kwarta tungod matud pa walay moapil nga supplier sa bidding tungod sa mga kakuti sa proseso sa balaod ilabi na ang requirement nga PhilGeps accreditation.

 “It’s not easy to disburse money in City Hall. Dugay ang bidding sa BAC which is just following the law. The law is so tedious. One of the requirements is to secure PhilGeps and the suppliers, maglisod og kuha ana,” matud ni Young.  IBM (BANATNEWS)
