Ugma, general assembly sa Senior Citizens Coop

CEBU, Philippines - Ang United Senior Citizens Multi-Purpose Cooperative of Cebu City mopahigayon sa ikapitong tuig nga general assembly ugma, Mayo 3, 2014, Sabado, adto sa SRP Senior Citizens Center.  Ang mga motambong sa maong tigum giawhag pag-adto sa Plaza Sugbu, duol sa flagpole, alas 8 sa buntag, diin dunay bus nga ilang kasakyan paingon sa SRP.

Si kanhi DENR Regional Director Jose Gapas, presidente sa Seniors Coop, mohatag sa welcome address, samtang si G. Rolando Llaguno, OSCA Head sa dakbayan, mopatin-aw sa bag-ong naaprobahan nga ordinansa nga nagmugna sa OSCA office, pinasikad sa Balaud 9994, kon Expanded Senior Citizens Act of 2010.

Laing bahin sa tulomanon naglakip sa pagpili o election sa mga sakop sa Board of Trustees ug sa mga chairman sa audit ug election committees; Financial report ni Elton Bermiso, CDA accredited auditor; Report ni Triffy Palmares bahin sa mga bag-ong policy sa pagpahulam, kon new lending policies; ug pakigpulong ni Elisa Conoso sa CDA bahin sa mga kausaban sa pagpadagan sa mga kooperatiba sa tibuok nasud.  Ang mga sakop sa Board of Trustees: Engr. Felix Abella, Mary Aleonar, Guillermo Casinillo, Jose Gapas, Dr. Nicanor Maglasang, Triffy Palmares, CPA;  Flor Pesquera.

Committee members: Audit: Chit Lugo, Nick Ampatin, Doming Nacua; Election: Serge Cantones, Vit  Padilla, Fanny Velez; Education: Flor Pesquera, Dodo Delmo, Antolin de la Serna; Credit: Betty Diocampo, Purita Matugas, Gloria Villaflor; Ethics: Linda Casinillo, Esper Dioko, Mediation & conciliation: Rey Mojica, Toto Panilong, Cecille Olita.

Once implemented ang ordinansa nga nagmugna sa buhatan sa OSCA aduna na unya kini  kaugalingong budget ug personnel, and perhaps, kaugalingon ug mas daku nga opisina. Atong kutloon pag-usab ang balaud:

“Sec.6. There shall be established in all cities and municipalities an OSCA to be headed by a senior citizen who shall be appointed by the mayor for a term of three (3) years without reappointment but without prejudice to an extension if exigency so requires. Said appointee shall be chosen from a list of three (3) nominees as recommended by a general assembly of senior citizens organizations in the city or municipality.”

“Sec. 10. Appropriations. The necessary appropriations for the operation and maintenance of the OSCA shall be appropriated and approved by the LGUs concerned. For national government agencies , the requirements to implement the provisions of this Act shall be included in their respective budgets.”  Akong  tan-aw, waa gyuy national agency nga nagtuman ini. Mao ni ang giingon nga ang  Philippine laws are mere suggestions. Kay mga suggestions ra man, mahimo dili tumanon.
