Apan matud pa ang appointment ni Cañete wa nagsuportang resolusyon gikan sa board. Bisan pa man niini, gikuyogan ni De los Reyes ug city legal officer Alfredo Sipalay diha sa TCC si Cañete bisan wala pa mo-convene ang board nga gipangulohan sa mayor isip tsirman.
Ang governing body sa TCC naglangkub kini sa 11 ka miyembro nga mao ang Kongresista sa unang distrito isip honorary member; ang mayor kinsa maoy chairman ug siyam ka sitting members nga mao ang city council committee on education, city council committee on appropriation, presidente sa Cebu Normal University, presidente sa Cebu Technological University, regional director sa Commission on Higher on Education, city division superintendent, representante sa Talisay Chamber of Commerce ug city treasurer.
Si Sipalay sa iyang bahin, midepensa sa gihimo sa mayor kay matud pa niya wala na kinahanglana nga maghuwat pa ang mayor og resolusyon gikan sa BOT tungod kay duna kini authority sa BOT sa pagtudlo og bag-ong presidente sa TCC atol sa ilang gipahigayong meeting sa board niadtong Disyembre 10, 2013.
