Nat'l artist awards kay Caparas, 3 pa binawi

MANILA, Philippines – Pinawalang bisa ng Korte Suprema ang mga national artist award na iginawad ni dating Pangulong Gloria Macapagal Arroyo sa apat na indibidwal, kabilang ang direktor na si Carlo J. Caparas.

Sinabi ni Theodore Te, tagapagsalita ng mataas na hukuman, na binawi rin ang iginawad na pagkilala sa fashion designer na si Pitoy Moreno, kay Philippine Educational Theater Association founder Cecile Guidote-Alvarez at sa arkitektong si Francisco Mañosa.

Kinatigan ng Korte Suprema ang 38-pahinang petisyon ng mga National Artists na sina Virgilio Almario, Napoleon Abueva, Benedicto Cabrera, Bienvenido Lumbera, at Arturo Luz na kinukuwestiyon ang presidential proclamation. Natapos ang botohan sa 12-1-2 (yes-absent-abstain).

Inihain ng mga national artist ang petisyon noong 2009 kung saan sinabi nilang “grave abuse of discretion" at "disregarding the rigorous process for screening and selection of National Artists in substituting her own choice for those of the National Artist experts panel" ang paggawad ni Arroyo ng national artist award sa apat.

"Any act of the President or officers and/or agencies acting under her or on her behalf that would diminish arts and culture would be compelling reason for this court to act," nakasaad pa sa petisyon.
