DOTC bibili ng mga bagong tren para sa MRT-3

MANILA, Philippines - Bibili ng mga bagong tren ang Department of Transportation and Communications (DOTC) para sa Metro Rail Transit-3 expansion project.

Sa isinagawang bid submission at pagbubukas ng P3.769 bilyon MRT-3 capacity expansion project, sinabi ng tagapagsalita ng DOTC na si Migs Sagcal na planong bumili ng gobyerno ng bagong coaches imbes na kumuha ng segunda-mano na tren mula sa Espanya.

"We looked at our options for purchasing some of the coaches from Metro de Madrid, but it turns out that this would not have significantly improved the timeframe we are working on," pahayag ni Sagcal.

"So we decided to continue with the ongoing procurement of new trains instead. This should also result in lower maintenance costs," dagdag ng tagapagsalita ng kagawaran added.

Aniya dalawang kompanya mula China ang dumalo sa bidding process kahapon --Dalian Locomotive & Rolling Stock Co. CNR Group at CSR Zhuzhou Electric Locomotive Co. Ltd.

Pero hindi naman nakasali ang CSR Zhuzhou dahil hindi sila nakapagpasa ng certificate of reciprocity at hindi pumasa sa technical requirement. Dahil dito ay hindi na binuksan pa ang kanilang financial proposal.

Samantala, umabot naman sa P3.759 bilyon ang proposal ng Dalian Locomotive ayon sa kanilang financial proposal.

"The Bids and Awards Committee will now conduct a detailed evaluation of Dalian Locomotive’s financial proposal, followed by post-qualification exercises. As for CSR Zhuzhou, the BAC had no choice but to declare it ineligible in line with the non-discretionary pass/fail criteria of the Procurement Law," sabi ni Sagcal.

Sinabi ng DOTC na plano nilang magdagdag ng 48 tren sa MRT-3 upang madagdagan ang kasalukuyang 73 nila para maiwasan ang siksikan at bilis ng biyahe tuwing peak hours.

Mula sa tatlong minutong biyahe kada istasyon ay magiging 2.5 minuto na lamang ito kapag nadagdag ang mga bagong tren.
