Insentibo para sa employers ng mga ex-convict ipinanukala

MANILA, Philippines - Dapat bigyan ng insentibo ang mga employer ng mga dating bilanggo, ayon sa isang bagong panukalang batas na inihayin sa House of Representatives.
 
Isinumite nina Reps. Diosdado Macapagal Arroyo (2nd District, Camarines Sur) at kanyang inang si Gloria Macapagal-Arroyo (2nd District, Pampanga) ang House Bill 6716 upang bigyan ng pagkakataon na magkaroon ng magandang trabaho ang dating nakakulong.
 
“Former prisoners, once they are out and back in mainstream society, are considered at a crossroad in life,” sabi ng nakababatang Attoyo.
 
Ayon sa nakababatang Arroyo, ang mga dating nakakulong ay gustung-gusto makapiling ang kanilang mga mahal sa buhay, pero importante rin na magkaroon sila ng pagkakakitaan upang mayroong maipangsustento sa kanilang mga pamilya.
 
“Sad to say, statistics reveal that former prisoners have a slimmer chance of being employed after their release,” sabi ni Arroyo.
 
Aniya, karamihan sa mga employers ay hindi tumatanggap ng mga dating bilanggo dahil sa kanilang krimen na nagawa.
 
“This makes it extra difficult for former prisoners to reform and reintegrate into society,” ani Arroyo.
 
Kasama sa naturang panukala ang pagbubuo ng Committee on Employment Opportunities for Former Prisoners sa ilalim ng Department of Justice.
 
“The committee shall be responsible for drafting the implementing rules and regulations for the training and employment of former prisoners,” sabi ni Arroyo.
 
Magbibigay din ang kumite ng insentibo sa mga pribadong establisyamento na tatanggap sa mga dating bilanggo, katulad ng pagbabawas sa gross income tax.
 
“The additional deduction shall be equivalent to 15% of total amount paid as salaries and wages to former prisoners,” dagdag ng kongresista.
