Bill seeks to construct multi-purpose halls as evacuation centers

MANILA, Philippines - Multi-purpose buildings may soon replace schools as evacuation centers in times of calamity or disaster.

Sorsogon Rep. Evelina Escudero filed House Bill 5150 which seeks to guarantee the safety and well-being of victims of natural or mamn-made disasters, expecially children, pregnant women, senior citizens and the disabled, who are the most vulnerable in times of disaster.

The lawmaker noted that using schools as evacuation centers, which are often congested, disrupts the schedule and education of children and puts evacuees in danger. Covered courts and churches are also used as evacuation centers.

"Moreover, these evacuation centers may be located in unsafe areas or are not structurally designed to withstand typhoons and strong earthquake or their aftershocks," Escudero said.

The lawmaker said the country is prone to natural disasters such as typhoons, earthquakes, tsunamis, volcanic eruptions and others since it is located along the Pacific Ring of Fire.

The proposed measure provides that the Department of Public Works and Highways take charge of constructing multi-purpose buildings in every barangay which will be based on a program prepared by the said agency.

The multi-purpose building will be used as an evacuation center during times of disaster and for other short-term purposes as decided by the Barangay Council. The Office of the Municipal or City Mayor will operate and manage the facility in coordination with the Barangay Council.

The bill is now pending at the House Committee on Public Works and Highways.
