Senator Jose A. Clarin

Jose Anecito Butalid Clarin was the son of Bohol's first civilian governor, Anecito Velez Clarin. The latter was originally of Parian, Cebu. Anecito, father of Jose was the son of Ramon Santos Velez whose Blas Velez de Santos used to live in Parian, Cebu.

Senator Jose Clarin, whose father married a Butalid (also a political clan of Bohol), that is why the middle name of Jose was Butalid, the A. stands for his second first name, Anecito the name of his father. Jose was no stranger to Cebu, as he bought lands in Cebu. Some of the lands he bought were located in Toledo. The lands he bought in Toledo (in Brgy Luray or Espeleta and Daan Lungsod) were questioned in court. He bought these lands in an auction conducted by the Provincial Sheriff of Cebu Province, Dionisio Jakosalem (former Governor of Cebu then) on June 6, 1911. Jose Clarin and Dionisio Jakosalem were made defendants in a case filed by Mateo Mercado who claimed to be the owner of the lands allegedly unlawfully auctioned. Judge Adolph Wislezenus of the Court of First Instance of Cebu on April 22, 1913 resolved the case in favor of the plaintiff, Mercado.

Defendants, Jose Clarin and Dionisio Jakosalem went to the Supreme Court to appeal the decision of the lower court, then on January 7, 1915 affirmed the decision of the lower court.

Jose, studied at the College of Cebu and went to the Escuela de Derecho in Manila for his law course. Jose was elected as representative of the 2nd district of Bohol composed then of the municipalities of Alburquerque, Balilihan, Batuan, Bilar, Carmen, Dimiao, Inabanga, Loay, Loboc, Sevilla, Tubigon, Lila, Clarin (established in 1919), Sagbayan (formerly called Borja, established in 1949), and Catigbian (formerly called as San Jacinto, established in 1949). He was first elected in 1907 (the first election for the National Assembly) until 1916. When the Philippine Senate was organized by virtue of the Philippine Bill of 1916 otherwise known as the Jones Law, he ran for the 11thDistrict of the Senate, composed of the Provinces of Surigao, Misamis Oriental, Misamis Occidental and Bohol.

He was the senator representing the eleventh senatorial district from 1916 up to his death in 1935 and died as a bachelor. Clarin's co-senator in the district (two senators were elected for every district) was Senator Nicolas Capistrano. Capistrano was originally from Bulacan, but went to Cagayan de Oro and became military chief of the Misamis Revolutionary Government of Misamis against the Americans.

A municipality in Misamis Occidental formerly called as Loculan was renamed in his honor (Municipality of Clarin, Misamis Occidental). Loculan, now known as Clarin became a pueblo or town however it was reverted to a barangay when its town president, Cecilio Carreon, failed to attend the meeting called by its governor, it was through the efforts of Jose A. Clarin that it was converted back as a municipality.
